Description
The Hefner VAMC, Salisbury, NC is seeking the services of an Architect-Engineer firm to complete first phase of a multi-phase project to renovate and expand the Mental Health care program at the Salisbury VAMC. The project will develop a state of the Art Center of Excellence for Mental Health Care for our veterans. Work is primarily in Building 4, the main Mental Health care building but is also planned to have a building addition to Building 11. Design will be awarded in Fiscal Year 2009 with construction awarded in Fiscal Year 2010. This is the complete scope of work known at this time. There are a total of three (3) phases in this project. The firm selected for Phase 1 may also be selected for phase 2 and/or 3 without placement of another ad, but not guaranteed. This proposal is unrestricted; both small and large firms may submit. Firms submitting SF 330s shall provide two copies to the attention of Jolette Morrison by 3PM on March 24, 2009. The selected firm shall provide all necessary labor, material, equipment and architectural and engineering services as required to prepare complete contract drawings, specifications, technical reports, and cost estimates through construction of the project. Design shall be in accordance with all applicable requirements of the VA construction standards, space criteria, NFPA, NEC, OSHA and local, state and federal regulations. Reviews at 25%, 75%, 99% and 100% are required. All construction documents are to be provided electronically in the current version of AutoCad and MS Word. NAICS code 541310 is applicable to this procurement. Faxed copies of SF 330 are not acceptable. The SF 330 form may be downloaded at www.gsa.gov/forms. Government-wide Number Note 24 is applicable. The A/E firm must address the following areas in their submission: (1) Team proposed for this project (2) Proposed Management Plan (3) Previous experience of proposed team; location and facilities of working offices (5) proposed design approach for this project; (6) Project control; (7) Estimating effectiveness (8) Sustainable design (9) miscellaneous experience and capabilities (10) awards and (11) Insurance and litigation.
