- SOURCES SOUGHT NOTICE: The U.S. Coast Guard Engineering Logistics Center has a requirement to procure the repair of equipment from LOCUS, Inc. for support of the 05JS7-LRS-III, LORAN-C Receiver and GCF-LN-02A-PCMS (V)2, Primary Chain Monitor System components installed on various Long Range Aids to Navigation Stations (LORAN) and Primary Chain Monitor Sites (PCMS). The proposed repair acquisition consists of the following: 1. NSN 5825-01-471-7053, LRS-III-D LORAN Receiver 2. NSN 5985-01-471-7155, ANT-III-D Antenna with Cone. 3. NSN 5985-01-482-1084, ASB-4 Antenna Switch/Splitter. Alternate part numbers are NOT acceptable. A fixed priced commercial Requirements Contract with one base year and four option years is anticipated and shall be awarded as a result of this solicitation. It is the Government’s belief that only LOCUS, Inc., the Original Equipment Manufacturer, possesses the required capabilities to successfully manufacture these parts. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY!! The U.S. Coast Guard does NOT possess the data rights to the specifications and drawings and other technical data. This information is proprietary to LOCUS, Inc. It is the Government’s intention to solicit and negotiate only with LOCUS, Inc. Concerns having the expertise and required capabilities to manufacture these components are invited to submit complete and current information discussing their capabilities within 15 calendar days from the day this notice is posted. The following information must be provided to evaluate the acceptability of the offered parts: 1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical functional characteristics or 2) data that offered parts have been satisfactorily manufactured for the Government or the original equipment manufacturer. No cost or pricing is required. This is not a solicitation. This is a request for information only. Inquiries/information received after the established deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. It is the intent to issue a solicitation for this requirement within 30-days of this announcement. It is the vendor’s responsibility to monitor the EPS system for changes. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1.
