Description
The VA Medical Center in Coatesville, PA is seeking professional A/E services for the Construct Hospice Addition, Project No. 542-CSI-201. This project will require multi-disciplines that will include architectural, electrical, structural, mechanical engineering and industrial hygienist services. The design involves the construction of a new (1) story Hospice Addition to be detached from Building 138 and connected via glass enclosed corridor. The new, 21,000 sq. ft. building space, should be done in accordance with VHA's Space Planning and Community Living Center Criteria. The project will create (12) separate bed areas, each with 950 sq. ft. large private bedroom, bathroom, kitchen, living room, dinning room and closet space that achieve a home-like, palliative care environment. Each bed area will accommodate the veteran and large influxes of family and visitors. The A/E work shall be accordance with VA Design Manuals for Architectural Design Manual dated May 2006, Automatic Transport Design Manual Dated February 2000, Electrical design Manual for Hospital Projects dated 2008, Fire Protection Design Manual dated September 2001, HVAC Design Manual dated July 2008, Interior Design Manual Design dated May 2008, Plumbing Design Manual Dated 2006, Sanitary Design Manual Dated 6/2006, Site Development Design Manual Dated 6/2006, Steam Distribution Design Manual dated May 2006, Structural Design Manual Dated 6/2006. The A/E shall provide color rendered views of the project. Design includes: 1) Complete Interior Design Services, including color boards; 2) Create total handicap accessibility, including handrails, door openers, thresholds and grab bars; 3) Additional parking lot, street lights and new roadway coming off New Jersey Avenue; 4) New handicapped accessible entrance to addition in addition to new roads, walks and access way; 5) New fire alarm and sprinkler systems; 6) New Secure medicine room with an alarm system and keyless entry; 7) New nurses' station; 8) New ceiling, lighting arrangement, wallpaper and painting, graphic designs, carpeting, floor tile and cove base; 9) New patient security system, panic alarm and closed-circuit television system; 10) New bathroom, shower and toilet accessories; doorframes and hardware; and other construction items that meet all current codes and VA criteria for community living ceneter; 11) Provide new space for medical supply storage and equipment storage area, and clean linens room, enviornmental service, and physical medicine, dietetic service and rehabilitation service; 12) New staff, toilets and associated plumbing - including private female bathrooms; 13) New oxygen for the new hospice addition; 14) New heating, cooling, piping, ventilation, exhaust and electrical systems; 15) New nurse communication call systems; 16) New lighting include interior and exterior. Exterior lighting includes walkway and parking lot lights; 17) New electrical distribution system; 18) New emergency power generator to serves the new building and existing building; 19) New domestic water, drain and vent systems; 20) New cable tray system for televisions; 21) New cable television system; 22) New security cameras for hospices; 23) New computer and telephone lines; 24) Create total privacy concept, including dayrooms; 25) This new hospice unit will, per VHA guidelines, function independently for its smaller group of residents to replicate a home-like environment. The A/E shall be required to attend and participate in design Charrette (programming meeting) to gather design information and answer essential information regarding project 542-CSI-201 Hospice Addition. The meeting will be (2) two full days at the Coatesville VA Medical Center. The A/E will provide preliminary design for the proposal Hospice Addition for building 138 with proposal cost estimates. The preliminary drawing and cost estimates shall be based on the Charrette. The A/E shall provide (3) three design options after Charrette. The VA, after reviewing the preliminary design proposal will select (1) one design option and have A/E proceed with the approved preliminary design proposal. The A/E contract shall be for a fully developed preliminary design with the provision for the subsequent award of the working drawings and construction period services. Preliminary design is the first phase of the design process, wherein the scope of the project becomes clearly defined and the basic requirements of the project are established through the application of VA criteria and applicable codes. The preliminary design will include a detailed construction cost estimate and preliminary drawings that are sufficiently complete to clearly identify the scope of this project as detailed above and the basic requirements of this project. Also, required for the preliminary design is a list of all specifications required for this project taken from the VA Master Construction Specification List. A/E Services to include site investigation and verification of as-built drawings, drawings and specifications, cost estimates, construction period services and site visits. A/E will provide a preliminary first review, preliminary 100% review and preliminary final submission. The A/E has 60 days from the notice to proceed to complete the preliminary design. The A/E will also provide a 25% design submission, 50% design submission, 100% design submission and final submission. The A/E has 270 calendar days after the notice to proceed is issued to complete the design. The work shall meet all applicable VA design criteria and construction standards. The estimated construction budget is between $2,000,000 and $5,000,000. The area of consideration for this acquisition is restricted to firms within 150 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation and information to the Contracting Officer (542/90C), VAMC, 1400 Blackhorse Hill Rd., Coatesville, PA 19320 by close of business Monday, March 30, 2009. NAICS 541310 applies. This is not a request for proposals. This procurement is unrestricted. If subcontracting opportunities exist and the submitting firm is not a small business, the small business contracting goals will be: 7% (SDVOSB), 10% (VOSB), 5% (SDB), 5% (HUB Zone), 5% (WOSB), and 28.5% (SB). The award of the contract is subject to the availability of FY 09 funding. See numbered notes 24 and 25.
