Description
AOO1: Question: What is meant by "legal conditions in Algeria"? Does it mean "regulatory requirements for Quad Play in Algeria"? What is meant by "design model"? Does this refer to a high level concept of what it would take to deploy Quad Play services in Algeria? Or does it refer to the development of a network design? What is meant by "implementation plan"? Is this a high level plan identifying key tasks required for successful implementation of Quad Play services in Algeria? Or does it refer to a Project Plan? Answer: Your questions are referring to the specific project proposals received from Algeria. The background information in the scope of work is derived from the request for support from the Algerians. It is expected that the Contractor will address and clarify these issues upon award and contact with project sponsor. Question: I understand this to mean that the Contractor is required to visit each of the three countries concerned (Algeria, Tunisia and Libya) on two separate occasions (although the rationale for this requirement is not apparent to me). Is this correct? Additionally, assume a situation in which the Contractor team consists of two persons, capable to some degree of operating independently of one another. Assume, furthermore, that each member of the two-person Contractor team spends 5 business days in Country X, the two stays being coterminous. For purposes of the DM, would such a stay be equivalent to 5 business days or 10 business days, or perhaps something in between? Answer: The contractor is required to visit Algeria, Tunisia and Libya once. It is not required to visit each country twice. The Contractor can determine how best to split up their time. For example, they may choose to visit all three countries on the first trip and then only visit Tunisia on the second trip. Or, they may choose to visit Algeria and Tunisia on the first trip and then only visit Libya on the second trip. It is up to the contractor’s discretion and this may be based upon preliminary research performed by the contractor upon reward. The situation outlined below would be equivalent to 5 business days.
