Description
Contract Data Requirements List (CDRLs) Solicitation document Air Force Research Laboratory, Materials and Manufacturing Technology Directorate, Nondestructive Evaluation Branch, AFRL/RXLP Wright Research Site is soliciting technical and cost proposals for the following research. The objective of the program is to conduct on-site research to bridge the the gaps and accelerate the initial development of selected NDE technology to a level of full feasibility demonstration, to conduct studies of the applicability of selected technologies to a wide variety of potential applications, or development of new technologies to address specific needs. Research is comtemplated to address current operational or maintenance needs. Because the nature and make-up of advanced aerospace materials and structures are diverse and complex, a comprehensive planning and execution of NDE research is anticipated. There are numerous well established NDE tools and techniques for use in NDE research. A partial list includes, but is not limited to: eddy current, ultrasound, X-Ray based methods, liquid penetrant, magnetic particle, boroscopy, laser based methods, terahertz methods, microwave methods, thermography, shearography, acoustic emission, and on-board monitoring methods. It is envisioned that NDE research will also require advances in the state-of-the-art, necessitating the development of new and unique tools and techniques in addition to the tools and techniques enumerated above. Materials that will be the subject of NDE research may include, but are not limited to, the following materials and their associated composites: aluminum alloys; magnesium alloys; titanium alloys; nickel alloys; steels; refractory metals; advanced intermetallic compounds; niobium alloys; ceramics - monolithic; high-temperature structural ceramics based on oxides, nitrides, silicides, carbides, and borides; nanocrystalline and/or multi-layered component systems of metallics, intermetallics, ceramics, and organic materials; structural and nonstructural polymers as well as functionally graded materials, electronic materials, sensor materials, coatings and paint materials. Structures that will be the subject of NDE research will be made of the above materials and may include, but are not limited to the following structures: simple plates; multilayered plate structures; plates with attached stiffeners/structure (bonded, fastened, or integral); plates or structures with rough or irregular finishes; or combinations of the previously mentioned structures. Proposals will maximize the research efficiency and demonstrate relevance by: 1) identifying appropriate material systems and components based on their specific inspection deficiencies, 2) identifying and developing an understanding of the limitations of the inspection method including the physics and mechanics of excitation, interaction with the material, and signal processing, 3) developing, adapting or improving techniques to characterize damage precursors, initiation and accumulation under laboratory or simulated component usage conditions, 4) developing or improving analytical models to simulate accurately the interaction of chosen NDE method with degradation, deformation, and failure mechanisms in laboratory or realistic conditions, 5) verifying the accuracy and applicability of the analytical models using experimental data and demonstrating the improvements in material state awareness capability, 6) transitioning the knowledge obtained, models, experimental data, and testing methods/technologies to appropriate Air Force customers, suppliers and the scientific community, and 7) developing enabling technology for material health, on-board or in-situ monitoring.
