- The Government intends to negotiate an indefinite quantity/indefinite delivery type contract for logistics services to provide supplies and operate the Norfolk Super SERVMART and mobile retail store operations in support of Fleet and Industrial Supply Center Norfolk, Fleet Logistics Department, Norfolk, VA. The resulting contract will be for a one-year base period with four one-year option periods. This requirement will be issued under full and open competition in accordance with FAR Part 6.1, with options to extend services in accordance with FAR Clause 52.217-8. The procurement will be conducted using the procedures and policies of FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. This requirement is to provide commercial retail store services, including inventory and logistics distribution design, necessary to operate a full service walk-in retail store (Super SERVMART), operate a mobile store(s), provide a free delivery service, and participate in the Department of Defense (DoD) E-Mall website for e-commerce ordering in accordance with the Performance Statement of Work (PWS). The purpose of the resultant contract is to provide all United States (U.S.) Naval activities (defined as all U.S. Naval ashore and afloat units in Virginia's Hampton Roads Area) with a full range of quality items, at discounted prices, with either customer pick-up or delivery within the Hampton Roads area. The supplies/equipment offered shall be of the type that is typically carried and offered in standard office, hardware, safety/tactical, and restaurant supply retail stores. The place of performance shall be at Naval Station Norfolk, VA with delivery to activities in the ! Hampton Roads area. The U.S. Government will provide the building, maintenance services, and other services and equipment as detailed in the PWS. The applicable North American Industry Classification System (NAICS) Code is 452990 and the size standard is $11 million. A complete Request for Proposal (RFP) package is anticipated to be available around July 2009. NO SOLICITATION EXISTS AT THIS TIME. Once available, the RFP package can be downloaded from the Navy Electronic Commerce Online (NECO) website as follows: https://www.neco.navy.mil or accessed through https://www.fbo.gov. A site visit will be held in Norfolk, VA with the date and exact location to be specified in the RFP. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. The contracting officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the U.S. Lack of registration in the CCR database will make a contractor ineligible fo! r award.
