**********PLEASE CONTACT DENECE NORRIS, denece.a.norris@nasa.gov or FAX(256)544-5028 FOR QUOTE OR TECHNICAL CONCERNS.CONTACT INFORMATION IS ALSO IN THE BODYOF THIS SOLICITATION*************NASA/MSFC has a requirement to provide support for development of analytical toolstowards a next generation atmosphere revitalization system.NASA/MSFC intends to execute this procurement with the University of South Carolina on asole basis for the following reasons:1. The Department of Chemical Engineering at the University of South Carolina (USC) has,for the last four years, been funded by Marshall Space Flight Center for the modificationof the USC Dynamic Adsorption Process Simulator, or DAPS. 2. The Department of Chemical Engineering at the University of South Carolina (USC) hasunique background in the analysis of adsorption processes. Dr. Ritter and his adsorptiongroup are in the forefront of the recent advances in the simulation of commercial anddevelopmental gas separation and purification processes that utilize adsorption cycles. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Denece A. Norris by email, denece.a.norris@nasas.gov or fax(256)544-5028 no later than 4:30 p.m. CST on March 6, 2009. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
