- FRI for Instructor Support Services This is a SOURCES SOUGHT Notice. This is not a Request for Proposal (RFP) and is not a commitment by the Government to issue a solicitation or award a contract on the basis of this request. Responses to this request will NOT serve as proposals, bids or offers which could be accepted by the Government in the form of a binding contract. Responses will also assist the Government in its market research to determine whether to, in accordance with applicable law, set- aside, restrict competition, or solicit offers from all responsible sources. In order for the Internal Revenue Service (IRS) to assess set-aside possibilities, interested parties should identify their company as one or more of the following: small business, 8(a), HUBZone small business, small disadvantaged business, woman-owned business, veteran-owned small business, service disabled veteran-owned small business or large business. The Department of Treasury, IRS Human Capital Support Contracts Branch is seeking vendors to provide Instructor Services/On the Job Instructor (OJI) Services and Course writing services as well as provide size status, capability and if available on GSA Federal Supply Schedules. This announcement is a request for information only, to conduct a market survey and analysis to determine the range of organizations that have the capabilities to perform the project work titled, “Instructor Services” as described below. The purpose of this announcement is to provide potential sources the opportunity to provide a capability statement in order to demonstrate related experience and ability to perform the work described herein. All interested parties, including large businesses and all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are encouraged to respond. The IRS is seeking commercial organizations capable of providing Instructor/OJI/Course Writing Services. Responses to this notice shall include a cover letter detailing their company business size (small (including all socioeconomic categories) or large business), GSA Schedule information, and past performance information. A capability statement not to exceed four pages in length (8.5” x 11” letter sized) shall also be submitted detailing the respondent’s corporate qualifications and related current and prior work experience. Respondents must include information to document experience and expertise in Instructor/OJI/Course Writing within a performance-based federal environment. Responses are due no later than March 13, 2009 by 12:00 noon (local time). Telephone inquiries or responses will not be accepted.
