Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the February 2009 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-30. This acquisition is NOT a small business set-aside and the NAICS code is 541720. This announcement constitutes the formal Request for Quotation (RFQ) and no additional written solicitation WILL be issued. It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with the New York Academy of Medicine (NYAM), 1216 Fifth Avenue, New York, NY for professional and technical support services related to the continued development and enhancement of Resource Guide for Public Health Preparedness. The period of performance will be for six months from date of award. NLM has been working to improve its products and services in the area of public health information. In order to accomplish this goal, NLM initiated a Public Health Information (PHI) program with a mission to help the public health workforce find and use information effectively to improve and protect the public's health. In fiscal year 2002, NLM awarded a contract to NYAM to create an electronic public health preparedness resource provided to NLM with a product to help in fulfilling this mission. In 2006, NLM Long Range Plan recommends that NLM: 1) ensure continuous access to health information and effective use of libraries and librarians when disasters occur; and 2) establish at NLM a Disaster Information Management Research Center. NLM proposes to negotiate this effort with NYAM to: 1) identify and select items for inclusion in the Resource Guide and continue maintenance on NYAM servers; 2) perform specific enhancements identified by a recent user survey; and 3) establish a mechanism to transfer records from NYAM to the newly created NLM Center. This effort will allow the PHI program to continue to satisfy its mission and will help NLM to meet the recommendations contained in its 2006 Long Range Plan. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The vendor must possess the knowledge of the programs of NLM, its Public Health Information Program and the Resource Guide for Public Health Preparedness in particular. It must have demonstrated in depth subject knowledge and profound understanding of public health including disaster preparedness. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NLM to determine if the party can perform this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NLM-09-075-UHP. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE. Firms interested in responding to this notice must be able to provide the professional services required by NLM. The offeror shall include all information necessary to document and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered.
