- The US Army Corps of Engineers, Portland District, CENWP-CT-C, 333 SW 1st Avenue, Portland Oregon 97204 intends to issue a single phase Best Value Request for Proposal No. W9127N-09-R-0023. To provide services for the Corps of Engineers, Portland District at Foster Dam located on the South Santiam River, near Sweet Home, Oregon. The contractor work will be required to provide the following: Strengthening of three Tainter gates including fracture critical field welding, bearing replacement and installation, wire rope and hardware replacement heavy lifting, and over water work. Successful completion of work similar to this type of work is required for this contact. The contract will be awarded in May with onsite work starting in September 2009. The gates are 45 feet wide by 46 feet high. The weight of one gate is approximately 80 tons. The contract work will include field and shop welding. The contract work will include replacement of the top strut arms on the three gates along with several bracing members between the arms. All welding performed on this job is considered Fracture Critical and shall be performed in accordance with all AWS D1.5. The Sub-contractor or prime Contractor performing the strut arm replacement and welding must be Major Steel Bridge Certified with a Fracture Critical Endorsement to perform all related repairs. The wire ropes, bridge sockets, U-bolts, pins, and all items related to this shall also be replaced on the three Tainter gates. Additional work will include installation of Government furnished new greaseless trunnion bushings, new stainless steel pins, new keeper plates, and new thrust washers for the three Tainter gates. The gate must be jacked/lifted so that the trunnion hub can clear the trunnion shoe assembly so that the new greaseless trunnion bushings can be installed. The Request for Proposal (RFP) will be available on or about April 2nd, 2009. Tentative due date is May 1st, 2009; a notice and link to download this solicitation via FedTeDS (www.fedteds.gov) will be posted on the Federal Business Opportunity (www.fbo.gov) when the solicitation is available for download. This procurement is open to both large and small businesses. The NAICS Code is 237990 and the small business size standard for this procurement is a firm with average annual sales or receipts, including all affiliates, for the preceding three years not in excess of $31 million. The Magnitude of Construction is between 1,000,000.00 and $5,000,000.00.
