- The United States Coast Guard (USCG) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, with the National Academy of Public Administration. NAICS number is 541611. A Congressional Charter, Public Law 98-257 allows the federal agencies to call upon the National Academy of Public Administration because of its unique qualification to perform these services. The required services are to obtain support to conduct a comprehensive review of the U.S. Coast Guard Intelligence and Criminal Investigations (CG-2) Directorate. The independent review is to ensure that CG-2 is positioned and aligned within the Modernization in the Coast Guard and to be able to fulfill expectations established in National Strategies, Presidential directives and CG policy. The contractor shall have a general knowledge of Coast Guard Strategic Transformation, Coast Guard Intelligence, Coast Guard Operations, and Organization and Change Management Concepts. The tasks include: 1) Review CG-2 mission, vision, goals and priorities. 2) Examine and validate CG-2 (Directorate and Office’s) functional statements. Identify customers and stakeholders to assess perceived level of current CG-2 effectiveness and efficiency. 3) Review projected resource opportunities and limitation. Identify strengths, weaknesses, opportunities and risks. Recommend improvements. The contractor shall have a Top Secret/Sensitive Compartmented Information clearance. The period of performance for this requirement will be three (3) months from the date of award. Written responses to this notice shall contain sufficient documentation to establish their capability to fulfill this requirement. Written responses to this notice shall be evaluated solely for the purpose of determining whether or not to conduct this requirement on a competitive basis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
