Description
1.0 DESCRIPTION1.1 PURPOSE This is a Request for Information (RFI) and NOT a solicitation. The Program Executive Program Office Integrated Warfare Systems Command and Control Directorate (PEO IWS 6) is seeking Inertial Navigation System (INS) technologies suitable to replace the current surface and submarine INS. Specifically, this RFI documents a Government request to industry for information on architectures, approaches, products, technologies, and/or solutions for replacing the INS. This includes information on INS mechanization concepts, sensor technologies, and processors which have the potential to meet or exceed the requirements herein. All interested sources are encouraged to respond.1.2 BACKGROUNDReplacement INS candidates must meet or exceed current performance requirements contained in Appendix III of SHIPS-R-5990 Rev 4, plus additional attitude error and horizontal velocity error requirements, operate successfully in a prolonged GPS-denied environment, and be capable of meeting an Initial Operation Capability (IOC) in the FY14-16 timeframe. 1.3 INERTIAL NAVIGATION SYSTEM OPEN ARCHITECTURE CONSIDERATIONS"Draft IEEE Standard for Inertial Systems Terminology" [1] is a guideline for terminology used herein with the exception that an INS could use outputs from multiple Inertial Measurement Units (IMUs).The INS will be required to operate within a Service Oriented Architecture (SOA) for shipboard networks. The INS shall provide real-time inertial services compatible with a shipboard SOA. The INS will be required to be built to open standards in an Open Architecture. The INS will need to integrate into the overall platform architecture of enterprise level services. The INS navigation software is expected to be hosted within a Common Computing Environment (CCE). 2.0 DISCUSSION2.1 TECHNICAL DISCUSSION Classified INS performance requirements will be provided for review only as requested IAW section 4.0. An overview of key considerations for the INS is provided below. The candidate INS will be required to satisfy the following:.Meet or exceed INS Latitude, Longitude, Velocity (North, East, Vertical), Pitch, Roll, and Absolute Heading performance requirements as defined by SHIPS-R-5990, Rev 4..Meet or exceed attitude error and horizontal velocity error requirements provided as requested IAW section 4.0. 2.2 INFORMATION REQUESTED PEO IWS 6 is requesting that the following items (where applicable) be provided: 1. A company description and discussion of company capabilities with respect to fulfilling the objectives outlined in this RFI. 2. A description of previous experience in the development of inertial navigation systems and/or inertial sensor technologies for military applications particularly for Navy shipboard and submarine platforms. 3. A discussion of an INS platform and/or mechanization concept which has the potential to meet the performance requirements including a discussion of previous experience/accomplishments with the identified concepts and system error budgets. Available data collected on representative system platforms is also requested for analysis. 4. A description of the proposed sensor technology, including a discussion of the technology, sensor error models, parameter data, present and future users and production quantities, and present and predicted future field reliability5. An identification of shortfalls in the proposed sensor relative to the performance requirements and an approach to improving the sensor performance to meet requirements. 6. Provide any additional information that will assist in understanding your responses to the RFI. 3.0 STRUCTURE FOR RESPONSES Responses to this RFI should be in writing and should be both in electronic and hardcopy form. Limit hardcopy response to a maximum of 100 pages. Respondents shall submit five hardcopies and one electronic copy of the response shall be provided in PDF format on CD. The entire submission must be received by 2:00 pm EDT April 29, 2009. The hardcopies must be typewritten on single-sided paper with one-inch margins on all sides and double-spaced text, and bound in standard binders. Use 12-point font with normal (uncondensed) spacing. PEO IWS 6 may choose to meet with respondents to this RFI. Such meetings would be intended to obtain further clarification of respondent capabilities and technical details. Submissions should identify a point of contact in case meetings are requested. 4.0 PROGRAM AND TECHNICAL DATA Certain program and technical data relevant to this RFI will be made available to potential respondents, including SHIPS-R-5990 Rev 4 and additional attitude error and horizontal velocity error requirements. To review classified documents, reviewers must possess a valid security clearance. A photo identification card will be required in order to obtain a visitors badge. Requests must include the name of visitors, organization, mailing address, telephone number, CAGE code, and verification of a Personnel Clearance prior to their visit. An alternate security point of contact is Barbara Burdsall (IWS6ENG10) (202) 781-4085. 5.0 PROPOSAL INFORMATION, TECHNICAL DATA, AND OTHER INFORMATION PEO IWS 6 will disclose respondent's information to only authorized government and non-government third-parties, including employees of the Applied Research Laboratory (ARL), Penn State University, for purposes of evaluation. Information submitted in response to this RFI constitutes the respondent's written consent to such disclosure. Non-government third-parties will be required by the Government to sign a certificate of non-disclosure prior to their gaining access to the respondent's information. In accordance with FAR Part 15.201(e), this RFI is issued solely for information and planning purposes. It does not constitute a solicitation and should not be viewed as a request for proposal. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. The responses will not be considered offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for their expenses associated with responding to this RFI. PEO IWS 6 reserves the right to accept, reject, or use without obligation or compensation, any information submitted in response to this RFI that is not proprietary.
