Small Business Set-Aside: Total Small Business
Description: This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 444130. The size standard for NAICS 444130 is 500 employees. The government is interested in all small businesses including 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR regarding the penalties for misrepresentation of size status. All interested firms must be registered with Central Contractor Registration (CCR) and must be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ DESCRPTION OF SERVICE: The contractor shall provide all necessary labor, supervision, equipment, supplies, and materials to support a Contractor Operated Civil Engineer Supply Store (COCESS) located at Malmstrom AFB, MT. The contractor shall acquire, issue, deliver, and store a variety of materials, tools, equipment, parts, and supplies for construction, home repair, and facility maintenance and repair for use by authorized government personnel. OBJECTIVES: To provide a simplified method for Malmstrom Civil Engineer Squadron and affiliated base personnel, such as authorized self help customers to purchase material used in the electrical, plumbing, heating/ventilation/air conditioning/refrigeration (HVACR), sheet metal, welding, pipe fitting, carpentry, landscaping, pavement and grounds maintenance, masonry, electronic monitoring, controls and alarms, painting and wall covering, material handling and rigging, hardware, liquid fuels maintenance, power production, water and waste water treatment and distribution, and pest control trades. These items shall be used for work orders, construction, recurring maintenance and repair, and self-help type work. The store shall provide easy access to customers and contain a wide variety of commercial and industrial products. The store shall stock high use items per COCESS Stocked Listing (CSL) for immediate purchase.
