Description
Specialty Center Acquisitions NAVFAC (SCAN) intends to award a contract for Engineering Support to evaluate the technical feasibility of a full-scale Vortex Induced Vibration Aquatic Clean Energy (VIVACE) system that is capable of producing, on average, 2.8 kW of power in a 1.3 m/s flow. The contract effort will be comprised of demonstrating a scale model system in a flow tank, then building a full-scale prototype and testing it a large flow-tank facility, and finally deploying a VIVACE system in an ocean or river environment. This requirement will be awarded on a sole source basis for the development of a Hydrokinetic Power Generator manufactured by the patent holder, Vortex Hydro Energy, LLC, under the authority of 10 U.S.C. 2304(c) (1), 41 U.S.C. 253(c) (1), and FAR 6.302-1(a) and (b). The U. S. Navy requires services to build and demonstrate a low-head hydrokinetic power generation system based on the phenomenon of vortex-induced vibration. A contract with Vort! ex Hydro Energy, LLC, will allow the Navy to evaluate the technical feasibility of vortex-induced vibration technology as a source of electrical power to Navy facilities or instrumentation clusters. Vortex Hydro Energy, LLC, is the only viable source available to perform design, fabricate, and test a full scale Vortex Induced Vibration Aquatic Clean Energy (VIVACE) system. Vortex Hydro Energy, LLC, has trademarked VIVACE and retains specific experience relating to its development and operation. Their team of uniquely qualified personnel and the capability to perform required services within their company is unique and not available outside Vortex Hydro Energy, LLC. The period of performance for this contract shall consist of approximately 17 months. The NAICS Code for this procurement is 541330.
