- THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This announcement is a Market Research tool to determine the availability and adequacy of potential sources. The Government is not obligated to and will not pay for any information received from potential sources as a result of Market Research Information. The information provided within this announcement is for informational and planning purposes only and does not constitute a solicitation of bids and proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Unless otherwise states herein, no solicitation regarding this announcement is available. If a solicitation is released, it will be synopsized in the FEDBIZOPPS. It is the potential sources responsibility to monitor the FEDBIZOPPS site for release of any solicitation or synopsis resulting from the announcement. The National Institute of Standards and Technology (NIST) seeks to discuss potential business opportunities and collaborations through licensing of NIST patents and/or research collaboration leading to the development of products or services with interested companies, entrepreneurs, or others seeking to commercialize products. Background: Founded in 1901, NIST is a non-regulatory federal agency within the U.S. Department of Commerce. NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. The Office of Technology Partnerships (OTP) negotiates the licensing of NIST patented inventions, pursuant to the policy and objectives set forth in the 1980 Amendments to the Patent and Trademark Laws (Bayh-Dole) Act and the Federal Technology Transfer Act of 1986, as amended. NIST encourages cooperative research in its ongoing research programs. NIST and its employees will assist industry on mission-related activities and improve U.S. competitiveness so as to provide substantial benefit to the U.S. economy. NIST reviews proposed collaborative projects for applicability to its mission, scientific merit, commercial significance, conflicts of interest, and public benefit.
