Description
Pursuant to the notice of intent to compete released on January 27, 2009, the Ground-Based Midcourse Defense (GMD) Joint Program Office will conduct an Industry Day Kick-Off in Huntsville, AL on 12 March 2009 to provide an overview of operations and sustainment of the GMD system. In addition, MDA/GM will be hosting site visits at GMD Element locations at Huntsville, AL (the Advanced Research Center (ARC)); Fort Greeley, AK, Vandenberg AFB, CA and Colorado Springs, CO. Industry one-on-one discussions will also be held in the early May timeframe. The purpose of these visits, one-on-one discussions and fact-finding sessions is to engage industry to identify and mitigate risk related to the competition and assist the government in developing the optimum approach to operating and sustaining the weapon system. MDA/GM will also develop a request for information that will lead to definition of scope for release of a request for proposal, delivery of proposals and award of a contract based on the competitive responses. A schedule of events and locations is as follows: a. Industry Day Kick-Off in Huntsville, AL, 12 March 2009 b. Site Visit at Huntsville, AL, the ARC, 13 March 2009 c. Site visit at Fort Greely, AK, 23-27 March 2009 d. Site visit at Vandenberg AFB, CA, 6-10 April 2009 e. Site visit at Colorado Springs, CO, 20-24 April 2009 f. Industry One-on-One discussions at Huntsville, AL, 4-8 May 2009 Contractors are requested to provide names of attendees along with contact information, via email entitled “Industry Day Kickoff Attendees”, not later than March 4, 2009 to GMDPBLCompetition@MDA.mil. Additional instructions and registration information will be provided to all attendees based on initial contact information provided. Following the Industry Day Kickoff, a list of all attendees and contact information will be posted as part of the Bidder’s Library to facilitate any teaming discussions by industry. Contractors are further requested to provide names of attendees at each of the site visits listed above along with contact information, via email entitled “Site Visit Attendees”, not later than March 4, 2009 to GMDPBLCompetition@MDA.mil. Additional instructions and registration information will be provided to all attendees based on initial contact information provided. Visits require U.S. citizenship, a security clearance and may require site specific pre-visit training. Attendance at the industry day is not presently being constrained; for the site visits, each vendor will be limited to 5 personnel. A bidder’s library will also be made available for industry review and comment. We plan to add technical data and other information to the bidder’s library as they become available throughout the pre-solicitation phase. The bidder’s library will contain classified and export-controlled data; therefore, access will be restricted to personnel who have been pre-cleared by MDA contracting and security officials. Send all requests for access to the bidder’s library, via email entitled “Bidder’s Library Access”, to GMDPBLCompetition@MDA.mil and further instructions will be provided. Contractors are requested to provide names and contact information of attendees at the Industry One-on-One discussions planned in Huntsville, AL, the week of 4-8 May 2009, via email entitled “One-on-One Discussions Attendees”, not later than April 3, 2009, to GMDPBLCompetition@MDA.mil. Additional instructions and registration information will be provided to all attendees based on initial contact information provided. Due to national security considerations, this acquisition will not be open to participation by foreign firms at either the prime or subcontract level. The Government does not intend to limit either the number or types of teaming arrangements entered into by the potential offerors (i.e., any given contractor could propose as a prime contractor and/or participate as a subcontractor on one or more other proposing teams). Further, we do not intend to impose any restrictions on team membership after award, except as necessary to prevent organizational conflicts of interest between this requirement and advisory and assistance contracts in support of the GMD Joint Program Office. This special notice is informational only and is NOT a solicitation of information, request for proposals (RFP) or an invitation for bids (IFB), nor is it a commitment by the Government. Requests for a solicitation will not receive a response. The Government will not pay for any costs incurred as a result of this notice.
