- Document Type: Pre-Solicitation Notice Solicitation Number: W912JV-09-B-0001 Posted Date: February 26, 2009 New Bid Opening Date: April 21, 2009 Time: 2:00 PM local time New Site Visit Date: April 2, 2009 Time: 10:00 AM local time Bid Documents Available Date: March 17, 2009 Classification Code: Z- Maintenance, repair, and alteration or real property Set Aside: Total Small Business NACIS Code: 236210- Industrial Building Construction The Oregon Air National Guard located in Portland, Oregon and the USPFO for Oregon intends to issue an Invitation for Bids (IFB) to award a single firm-fixed price contract for services non-personal, to provide all plant, labor, transportation, materials, tools, equipment appliances and supervision necessary to remodel /add approximately 800 SF of shower and changing area within building 300 for men and womens restrooms. The shower area is not tied to the existing bathroom, but will share the existing bathrooms wet wall. The Government intends to construct the wall which will become the new shower room wall using government personnel and turn the shower room over to the selected contractor to complete. The projected length of this project is 90 calendar days after issuance of the Notice to Proceed to include inspection and punch list. The North American Industry Classification System (NAICS) Code for this work is 236210. The small business size standard is 33.5 million averaged annual revenue for the previous three years. This action is being procured as a total small business set-aside as authorized in Federal Acquisition Regulation (FAR) 19.502-2. There will be one scheduled site visit on April 2, 2009 at 10:00 AM local time. In order to attend the site visit you MUST contact Mr. Harry Danberg via email at harry.danberg@orport.ang.af.mil to obtain base access applications. Contractors who do not comply with this process and do not have an approved base application will not be granted access to the base. The site visit/pre-bid meeting is HIGHLY encouraged and suggested. Site visitors will convene in Building 140, Civil Engineering section prior to the walk thru. Solicitation documents should be available on or about March 17, 2009. A firm fixed price is contemplated. The estimated range of construction is $100,000.00 - $250,000.00. Interested offerors must be registered in the DOD Central Contractors Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications online at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from Federal Business Opportunities (FedBizOps) website online at http://www.fbo.gov/. Interested bidders shall register on the FedBizOps website to access and download the specifications and drawings associated with the referenced project. Registration is available on the FedBizOps homepage. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and Federal Business Opportunities (Fed Biz Opps) in order to view or download the plans or drawings from the website. All inquiries must be in writing, preferably via email to the persons specified in this announcement, All answers will be provided in writing via posting to the web. Bid opening will be conducted on April 21, 2009 at 2:00 PM local time at the USPFO for Oregon, Contracting Office, 1776 Militia Way SE, Salem, Oregon 97309. Personnel attending the bid opening must provide valid identification for admittance to the Military Department.
