Description
The Naval Air Warfare Center, Weapons Division, Point Mugu, CA intends to negotiate and award a firm fixed price contract, using other than full and open competition. Negotiations will be conducted with Orbit Instrument Electronics Group, 80 Cabot Court, Hauppauge, NY 11788 in order to procure 32 Airborne Keyboard and Pointing Devices (AKPDs) for the EA-6B ICAP-III aircraft. Orbit provided all of the AKPDs for the ICAP II to ICAP III modification program which was completed in 2004. Since all of the Navy's known requirements were procured for this program, the government had no need to acquire the technical data package which would have provided the tooling requirements, fabrication instructions and Level III drawings necessary for any other source to produce these items. As the designer and developer of the AKPDs, Orbit Instrument is the only known source capable of manufacturing these items because it alone possesses the technical package and Level III drawings necessary to accomplish this. The government anticipates a May 2009 award with two separate delivery dates in August and September 2009. This notice is not a request for competitive proposals; however, any interested firm, other than Orbit Instrument, should respond in accordance with numbered notes 22 and 26.
