Description
The U.S. EPA, National Risk Management Research Laboratory (NRMRL) intends to negotiate on a sole source basis with the Bay Instruments, LLC under the authority of FAR Part 6.302-1 to provide a custom, turn-key, high precision Membrane Inlet Mass Spectrometer Dissolved Gas Analyzer (MIMS-DGA), including installation and on-site training. The required MIMS-DGA is a state of the art instrument with a customized membrane inlet mass spectrometer designed for high precision and rapid analysis of dissolved air gases in natural water samples which will allow the use of state of the art methods to study trace gases in natural water samples. The MIMS-DGA is needed to conduct research under 20203 Clean Safe Water: Water Quality MYP Long Term Goal 2 Watershed Management. The instrument shall facilitate and expedite research needed to: develop an understanding of wetland functions and cost benefits of wetland trading programs to support stakeholders improving water quality; develop/modify a wetland nutrient retention and removal module for integration into a distributed watershed model; and report on best practices on restoring hydrologic and nutrient processing function of riparian buffers strategically within a watershed context. The MIMS-DGA must: (1) be capable of direct measurement of dissolved N2, O2, and Ar as well as CO2, CH4, DMS, and other low molecular weight dissolved gases concentrations in environmental water samples without requiring headspace equilibration; (2) be able to detect air gases in water including stable isotope labeled gases (15N/14N and 18O/16O) measurement on dissolved N2 and O2; (3) be capable of rapid sample analysis (analysis time typically of <2 minutes per raw water sample); (4) have a precision of at least typically 0.2% for dissolved N2, O2, and Ar measurements (triplicate samples) of and typically 0.03% precision for gas ratio (N2/Ar and O2/Ar) measurements (triplicate samples); (5) MIMS-DGA data display and logging software must be Win XP and Win 98 compatible; (6) be a turn-key complete custom membrane inlet dissolved gas analyzer system; and (7) be delivered and installed within 12 weeks after purchase order receipt. This notice is not a request for quotations. EPA source research indicates Bay Instruments, LLC is uniquely qualified to to provide this turn key instrument that provides rapid measurement of dissolved gases directly from water and also includes isotope measurement capability and that can perform all of the required analyses at with the necessary precision, accuracy and sample throughput. This notice of intent is not a request for competitive quotes. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, the size standard for which is 500 employees. The anticipated award date is 04/01/09.
