Description
The Department of Veterans Affairs Medical Center, 7305 N. Military Trail, West Palm Beach, FL 33410 (hereafter known as the VA) is seeking a single contract award to a contractor located within Palm Beach County who can provide inpatient care and services for acute and chronically mentally ill VA beneficiaries referred by the VA. The type of contract is a firmed-fixed price, with an economic price adjustment, requirements contract; facility must also have a lockdown unit. Prices offered are to include physicians, pharmaceuticals, supplies, etc., are DRG all inclusive rates (global). Contract performance shall be from Notice to Proceed for a total of 90 days with the right of the Government to exercise options to extend the contract for three (3) 30-day periods, if necessary, for the number of beds agreed to by both parties at the time of the extension with the option to extend for another 6-month period. Standard of Care for the veterans placed at the Contractors facility should be equal to that provided by the VA. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer meets requirement and that will be the most advantageous to the Government, considering price and other factors. The following information or factors shall be used to evaluate offers: Licensing and Certifications, Performance, Past Performance and Experience of Firm, Quality Assurance, Personnel, Subcontracting Plan and Price. Technical and past performance factors are given twice the weight as price. Technical factors are in descending order of importance for scoring. The rating method on the above factors shall be adjectival ratings Closing date of the Request for Proposal (RFP) shall be on 3/31/2009 @ 3:00PM EST. Questions must be submitted in writing via email or letter to the contracting officer. Offers will not be accepted by facsimile.
