- The National Institute of Standards and Technology, Material Science and Engineering Laboratory, requires a custom vacuum chamber to satisfy agency and measurement apparatus requirements and ensure compatibility of components, both included in the quotations to be submitted in response to this Request for Quotation and with NIST-owned items. The items being procured are components necessary to construct an apparatus capable of high temperature thermoelectric property metrology. High temperature means 300-1300 Kelvin. A small custom vacuum chamber, fitted with multiple electrical and instrument feedthroughs is required, to connect the measurement equipment to components in the vacuum furnace. The custom vacuum chamber must be accurately machined to properly mate with a NIST-owned metric water-cooled flange. The vacuum chamber must include special high tolerance and carefully aligned ports to attach to already procured motion feedthroughs. It is necessary to have precise alignment of these feedthroughs to properly support and position the sample holder in the furnace. The chamber must also contain custom thermocouple feedthroughs comprised of only copper connections and ending in loops. Copper feedthroughs reduce the uncertainty in measuring temperature from thermocouoples. The chamber must also include a custom removable front panel with a rectangular view port. The period of performance shall be eight (8) weeks from the date of award. This equipment shall be procured using the procedures set forth in FAR Part 13—Simplified Acquisition Procedures. This requirement is 100% set-aside for small business. The NAICS code for this requirement is 334516 and the small business size standard is 500 employees. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov/ under RFQ number SB1341-09-RQ-0112. THE RFQ IS ANTICIPATED FOR RELEASE TO THE VENDOR COMMUNITY ON OR ABOUT MARCH 5, 2009, AND WILL ONLY BE AVAILABLE VIA THE INTERNET AT THE ABOVE WEB SITE. Required attachments must be requested via e-mail or fax to the Contracting Officer, Carol A. Wood. POTENTIAL OFFERORS ARE RESPONSIBLE FOR ACCESSING THE WEB SITE AND SUBMITTING WRITTEN REQUESTS FOR ATTACHMENTS. Interested parties must respond to the RFQ in order to be considered for award of any resultant Purchase Order.
