Description
The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory has a requirement to conduct a detailed, systematic hazard identification and safety risk assessment of all stored electrical energy sources employed in the underground coal mining environment during and following a mine emergency in order to maintain safe and timely evacuation of, and, if needed, rescue of miners. Review NIOSH-selected MSHA and other related reports on past major mine accidents and disasters (e.g, 1976 - now) with primary focus on identifying stored electrical energy hazards and how such hazards could be minimized under post-accident conditions. Using an accepted, recognized risk assessment approach, for each basic type of battery-powered underground coal mining equipment determine and analyze the types and roles of possible stored energy sources, identify the hazards, and evaluate the potential safety risks associated with each type of electrical-energy-storing component. Determine and analyze the various types of possible stored electrical energy sources that are being used in MSHA-approved communication, tracking, and atmospheric monitoring systems (AMS). Prepare suggested recommendations, procedures, and guidelines on which stored electrical energy sources need to be de-energized and which ones do not, based on the type and location of the mine emergency. Develop practical post-accident safety risk assessment guidance crucial to appropriate hazard identification, risk assessment, and mitigation strategies for safe use of stored electrical energy hazards associated with the critical systems used in underground mines. Request for Proposal (RFP) No. 2009-N-11108 will be issued on an unrestricted basis to full and open competition. The solicitation will be issued on or about March 12, 2009. Proposals will be due on or about April 10, 2009.
