Description
DARPA-SN-09-22 PROPOSERS’ DAY CONFERENCE ANNOUNCEMENT DARPA will host a classified Proposers’ Day Conference for the Interrogative Anti-Submarine Warfare (IASW) program on March 13, 2009 from 8:30 AM to Noon in San Diego, CA at the Admiral Kidd Conference Center in the Pt. Loma Room located at the Naval Mine and Anti-Submarine Warfare Command at 1700 Harbor Drive San Diego CA 92113, in support of DARPA-BAA-09-24, (expected to be released prior to the Conference). The purpose of this conference is to provide information on the Interrogative Anti-Submarine Warfare program; promote additional discussion on this topic; address questions from potential proposers; and provide a forum for potential proposers to present their capabilities for teaming opportunities. PROGRAM OBJECTIVE AND DESCRIPTION: DARPA anticipates releasing the BAA for the Interrogative Anti-Submarine Warfare program with the objective to develop innovative solutions to dramatically close detect-to-engage timelines for Navy tactical ASW search systems. Currently, the intermediate step between detect and engage is consumed by a manned platform that flies to the possible contact position to re-acquire the target. For ship systems, a helicopter is tasked to validate and engage the target. For maritime patrol aircraft, the aircraft must break from its search (and drop altitude) to validate and engage the target. As such, there is little tolerance for false alerts which must be investigated sequentially. Further, the ability to handle multiple targets is limited. A successful IASW program will identify technology and system concepts that permit rapid and near simultaneous interrogation of long-range alerts without the mission costs of a manned aircraft. The main technology components to consider should provide the following: 1. Delivery that is fast and which permits near-simultaneous interrogation of cued target positions; 2. Sensing that provides highly reliable detection and classification and; 3. Communication that provides robust message extraction from multiple long-range positions. REGISTRATION INFORMATION: Due to the classified nature of the event, all participants are required to pre-register and must have at least an active DoD SECRET Clearance to attend the Proposers’ Day. Participants must register and have their Security Office submit a Visit Request Form NLT 4 pm EST March 9, 2009, in order to attend this conference to Joanna Chaomalaguti, Program Security Representative, via email to Joanna.Chaomalaguti.ctr@darpa.mil, fax to 703-248-1910 or JPAS to DDAAUS4. Please include the subject “IASW Proposers’ Day” in all submissions and correspondence. Details on the conference, including registration information and directions to the facility are available for download at the registration website http://www.solers.com/conference_reg/iasw/. There is no registration fee for attendance. The Proposers' Day will be classified SECRET. The Proposers' Day is voluntary. Attendance is not required to propose to this BAA. Due to space limitations at the conference facility, attendance will be limited to the first 100 registrants. All attendees will be required to present government issued photo identification upon entry to the event. DARPA reserves the option to limit the number of attendees per organization to enable participation by as many organizations as possible. Additionally, attendees who would like to present company overviews, discuss their technology expertise, or discuss teaming opportunities in scheduled presentations at the conference may request to do so. Presentations are limited to ten (10) minutes each (including logistical issues). Proposers desiring to reserve a time to present at the Proposers’ Day Conference should email the request, along with an electronic copy of all material to be presented, to the unclassified BAA Mailbox at BAA09-24@darpa.mil as soon as possible, but no later than March 09, 2009. Depending upon schedule availability at Proposers’ Day, presentation will be scheduled on a first come first served basis. All material to be presented at the conference must be unclassified and approved in advance by both the researching organization and the DARPA Program Manager. The DARPA Program Manager will screen the proposed material for sensitive but unclassified material and approve in advance any presentations. It is the presenter’s responsibility to ensure that all material it plans to present at the Proposers’ Day Conference has been approved by the funding organization in advance.
