**********SUBMIT ALL CORRESPONDENCE RELATED TO THIS SYNOPSIS IN WRITING TO JUDITHDRABKIN AT Judith.R.Drabkin@nasa.gov; or FAX: 256-544-6560*************************NASA/MSFC has a requirement for Super High Residual (SHR) Flight Microbial Check Valve(MCV) Cartridge to be used as flight hardware.NASA/MSFC intends to purchase the items from Umpqua Research Company on a sole sourcebasis.Umpqua invented and patented the MCV resin and therefore possesses the criticalengineering skills to deliver this component. Umpqua has a long history of fabricatingwater processor hardware for NASA programs and has an intimate knowledge of the ECLSS WRShardware and the compatibility issues it presents. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Judith R. Drabkin at Judith.R.Drabkin@nasa.gov or Fax: 256-544-6560no later than 4:30 p.m. CST on March 04, 2009.Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
