Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Tystar Corporation, of Torrance, California, for the acquisition of an Upgrade of Existing Tystar Mini Tytan 4600 (Serial Number 4301063) to be used in the Center for Nanoscale Science and Technology (CNST) at NIST, Gaithersburg, Maryland. Background The NIST CNST NanoFab has a requirement to increase its Low Stress Nitride deposition capability. Low Stress Nitride deposition is a commonly used means building Nano-Structures by our researchers. A Low Pressure Chemical Vapor Deposition (LPCVD) is a process that deposits a film on devices by tightly controlling high temperature (850 degree C +/- 0.5degrees C), gas flows of Dichlorosilane and Ammonia (flows of 5cc to 200cc +/- 1cc) under vacuum conditions in a 6ft long quartz tube. The thickness of the films ranges from a few to several hundred nanometers. The lab’s present capability in the NanoFab consists of the existing Furnace setup that limits the usable process area of the 6ft tube to a few inches. This process is certain to become a bottleneck in the near future as the user population continues to find new applications for this film. To remediate this, it is proposed to convert vacuum pumping capability of the system to provide larger usable area, up to 12 inches, in the 6 ft tube. This would allow for fewer process runs with increased control over film uniformity and run to run control greatly increasing our capability/throughput. *****Sole source determination is based on the need for the existing tool configuration to increase the usable “sweet spot” of the 6ft quartz tube to a few inches. The required upgrade will triple or even quadruple the “sweet spot” of the process area. If the required modifications were to be done by another vendor, Tystar would not be able to continue to provide coverage of the components or their interaction with the rest of the system. Tystar Corporation is the only known vendor capable of providing the required upgrade. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor’s commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 10, 2009 will be considered by the Government.
