Description
THIS IS *NOT* A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION TO BID NOTICEThis notice is issued by the NASA/GSFC to post a Request for Information (RFI) via theinternet, and solicit responses from interested parties. This document is forinformation and planning purposes and to allow industry the opportunity to verifyreasonableness and feasibility of the requirement, as well as promote competition. NASA is seeking capabilities on flight-qualified nonmagnetic star cameras to be usedcollocated with two magnetometers on a spacecraft rotating at 2 revolutions per minute(rpm). Each magnetometer requires it own set of two star cameras, if the vendor can showone star camera per magnetometer will meet the specifications it will be considered. Thestar camera sensors are collocated with the magnetometers and the star camera electronicsare in the spacecrafts vault at a minimum cable distance of 12 meters. The star camerasare required for qualification and testing by the end of 2009.Each star camera must have a magnetic dipole moment of less than 105 A m2. Each starcamera must be space flight qualified for a minimum duration of 5.5 years and the sensordesigned to operate at a radiation design margin (RDM) of 2 for a total ionizing dose(TID) of 1280 krad (Si) (RDM=1 at the aluminum shielding equivalent of 10 mils). The starcameras must operate fully autonomously with a loss in space recovery capability of lessthan 50 milli-seconds. The sensor must be able to survive being directly exposed to thesun at a 2 rpm spin rate. Each star camera including baffle must have a mass of lessthan 1 kg. The required baffle length is a minimum of 300 mm.Each magnetometer star camera set must provide an attitude solution at 4 Hz or faster towithin an absolute accuracy of a 5 arcsecond radius error circle while the spacecraft isspinning at 2 rpm.The star camera electronics for all camera sensors must be designed to operate at a RDMof 2 for TID of 50 krad (Si). The combined power consumption for the star cameraelectronics must not total more than 7 Watts. The total mass for the star cameraelectronics must be less than 1 kg.To consolidate our planning, responses from industry are requested by March 4, 2009, inwritten format to include capabilities, illustrations, schedule and cost estimates. Responses can be submitted via email to Rhea Frazier at Rhea.P.Frazier@nasa.gov. Thesubject line of the submission should be "RFI for Flight-Qualified Nonmagnetic StarCameras, and attachments should be in Microsoft WORD, POWERPOINT, or PDF format. Theemail text must give a point-of-contact and provide his/her name, address, telephone/faxnumbers, and email address. The information is requested for planning purposes only,subject to FAR Clause 52.215-3, entitled "Solicitation for Information for PlanningPurposes." It is not NASA's intent to publicly disclose vendor proprietary information obtainedduring this solicitation. To the full extent that it is protected pursuant to the Freedomof Information Act and other laws and regulations, information identified by a respondentas "Proprietary or Confidential" will be kept confidential.GSFC is seeking capabilities from all potential sources for the purposes of determiningthe appropriate level of competition. This is not a solicitation announcement. If asolicitation is released, it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offeror's responsibility to monitor these sites forthe release of any solicitation or synopsis. This RFI is for planning and information purposes only and is NOT to be construed as acommitment by the Government to enter into a contractual agreement, nor will theGovernment pay for information solicited.
