Description
The following information is provided as part of a market survey of industry to determin if any potential contractors have the skill, knowledge, abilities, access to data and equipment required to complete this effort. The F-16 System Program Office (SPO) is planning a program for sustaining the Northrop Grumman APG 68 (V9) RADAR system for the F-16 International Community. This market survey does not preclude the Intermational Community from a directed source for their requirement. This effort will provice for the sustainment functions associated with the V9 RADAR. It is imperative that the contractor have access to the OEM engineering data for the performance of tasks identified in the solicitation. Services include defining system-level requirements, carrying out trade studies, defining system architectures, designing and developing operating concepts and processing algorithms, carrying out performance projections analysis, system integration and performance testing, as well as developing simulations on state-of-the-art computers for classified and non-classified elements. Development activities in clude design of signal processing algorithms, generation of system/subsystem specifications (including for high technology hardware such as Active Electronically Scanned Antennas, wide band receivers, and advanced on-board processors), design and analysis followed by integration and test to verify system performance, diminishing manufacture sources (DMS) identification, configuration management, modification development and implementation, repair and return and technical investigations. No travel is required for this notice. Potential sources are invited to submit a Statement Of Capabilities by 2:00 PM Mountain Standardd time by 6 March 2009 to the following address: 508 ACSG/PK, ATTN: Deborah Sparks, 6072 Fir Ave Bldg 1233, Hill AFB UT 84056; 502 ACSS/GFIE, ATTN: Victor Olson, 6089 Wardleigh RD, Bldg 1201, Hill AFB UT 84056. Submissions will be hard copy, limited to 10 pages and should be specific in outlining source's capabilities, both technical and the business approach/abilities (i.e. ramp up required, experience with Foreigh Military Sales, methodology for tracking multiple itemss from multiple countries (part number and serial number), shipping, storage, etc.), to sustain the APG 69 (V9) RADAR and tasks stated. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT NOTICE OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This is a sources sought synopsis onky, not a reequest for proposal (RFP), and this is not to be construed as a commitment by the Government to issue a solicitation or untimately award a contract. This is for planning purposes only and shall not be sinsidered as an obligation on the part of the Government to acquire any products or services. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. No proprietary data should be submitted in response to the synopsis. Any submissions will be considered public information. Responses will not be returned. PLEASE NOTE: Submissions may be viewed by non-Government personnel. Under separate acction the AF may contract to provide services such as technical, evaluation, and acquisition management support. Any such service contracts will contain an organizational conflict of interest clause that requires sesrvice contractors to protect the data and prohibits the service contractors from using the data for any purpose other than that for which the data was presented.
