Submitted : 7 MAY 2008. OC-ALC/448CSMG/PKK, DIR CONTRACTING/ACCESSORIES/3001 STAFF DR/STE 1AF1 99A/TINKER AIR FORCE BASE OK 73145-3032. ITEM DESCRIPTION: Firm Fix Quantity/Price Basic Contract for OVERHAUL-STARTER ENGINE; NSN: 2995-01-077-6708; PN : 383934-2-1; Delivery : 10 each be delivered 90 days ARO or Receipt of Repairable. Application : F-4 Aircraft, Item(s) are DO rated. Destination : TBD. Shipping instructions will be provided via electronic communications. Packaging Requirement: Packaging and markings as stated on AFMC Form 158 IAW AFMCFARS 5352.247-9009 with Special Military Packaging Instructions IAW DD 2169. The solicitation will contain instructions for obtaining further information on the requirement. Qualification requirements : Qualifications requirements are set forth in the OC-ALC Source Approval Information Booklet. Sources must be qualified prior to being considered for award. Qualified source(s) are; Honeywell Aircraft, CAGE: 59364 and Israel Aircraft Ind., CAGE: SC705. Initial Production Evaluation Requirements (IPE): IPE will be required. IPE may be waived by Engineering Evaluation of awardee. The approximate issue date of RFQ will be 21 MAY 2008. Written procedure will be used for this solicitation and posted on FedBizOps. Only written or faxed request s received directly from the requestors are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Authority: 10 USC 2304(C)(1). Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy the agency requirements. The proposed contract action is for supplies and services for which the government intends to solicit and negotiate with only one, or a limited number sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five (45) days after the date of publication of this synopsis. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Award will be made only if the offeror, the product/service, or the manufacture meets qualification requirements at the time of the award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as sited in each individual solicitation. It is that small business firms or other interested in subcontracting opportunities in conjunction with the prescribed procurement make contact with the firm(s) listed. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination price and past performance factors as may be detailed in the solicitation. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting office, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process.
