JOB DESCRIPTION: See below US Personal Services Contract American Embassy Mexico City, Mexico Narcotics Affairs Section NAS Logistics Advisor GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND: The Bureau of International Narcotics and Law Enforcement Affairs (INL) is charged with developing strategies and programs to achieve international narcotics control and law enforcement foreign policy objectives. The Narcotics Affairs Section (NAS) in Mexico implements a country program that currently includes 12 broad projects with $26 million in funding. The Merida Initiative is a new, comprehensive, multi-year regional initiative designed to provide U.S. foreign assistance to Mexico, Central America and the Caribbean in support of counternarcotics, law enforcement professionalization and criminal justice capacity building efforts that will initially provide over $215 million to Mexico and $29.8 million to Central America and the Caribbean in FY 2008 funding. The FY 2009 budget proposal and FY 2009 bridge supplemental includes $498 million for Mexico and $100 million for Central America and the Caribbean. Total funding will approach $1.4 billion over the life of the program. The NAS Logistics Advisor is responsible for the overall management of logistics operations for the NAS, the supervision of the subordinate staff, and the actual performance of typical logistics functions to include acquisitions/procurement including the use of purchase cards, inventory/property management, physical facilities, space management, travel and transportation, customs clearances, information systems support and motor pool. The Logistics Advisor works under the direction of the NAS Management Officer. The NAS receives management support from the Embassy Management Section and Regional Security Office under an ICASS (International Cooperative Administrative Support Services) agreement. This support is augmented with a staff of 12 LES (FSN/PSA/EFM) personnel performing logistical work (procurement, property management, motor pool, customs clearances and shipping, travel and information systems support) in the NAS Management Office. The size and workload of the NAS Management Office is increasing due to the Merida Initiative, a multi-year, multi-million dollar program to provide equipment and training to support law enforcement operations and technical assistance for long-term reform and oversight of security agencies. B. PURPOSE: The NAS Logistics Advisor plays a central role in the management of NAS programs in Mexico and Merida Initiative countries. The incumbent interacts on a daily basis with Department of State officers in the Management Section (General Services Officer (GSO), Financial Management Officer (FMO), Information Management Officer (IMO), Human Resources Officer (HRO), Facilities Manager (FM), and Management Counselor (MGT)) and Regional Security Officer (RSO) as well as officials from other Department of State sections, USG agencies in the mission, the embassy Logistics Center in Brownsville, TX, the Regional Procurement Support Office (RPSO) in Ft. Lauderdale, FL, the Bureau International Narcotics and Law Enforcement Affairs (INL) and other Department of State offices. The NAS Logistics Advisor supervises a staff of foreign national and U.S. personnel who work in conjunction with counterparts in the embassy Management Section providing essential administrative support services to the NAS. The incumbent will also coordinate the work of one equivalent Customs & Shipping position funded by NAS and located in the Brownsville Logistics Center for the purpose of expediting clearance of NAS sponsored shipments from the Brownsville Logistics Center into Mexico and possibly from other border posts into Mexico. I.STATEMENT OF WORK Specific duties and responsibilities will include: •NAS Logistics Management – Responsible for developing, planning, and implementing an ongoing logistical support program; developing budget and workforce requirements for NAS logistics operations; assessing the efficiency and effectiveness of operations; identifying the cause and impact of delays and other problems; evaluating plans for and provision of logistical support for feasibility, efficiency, and economy and developing alternatives when required; providing solutions; ensuring the proper allocation and expenditure of appropriated funds; providing timely and appropriate services to post clientele; supervising, training, mentoring and evaluating the performance of subordinate employees; maintaining internal management controls to prevent waste, fraud, and misappropriation of government resources; and, supervising LES personnel working in the NAS Contracting and Procurement Unit, Property Management Unit, Information Systems Support Unit, Customs and Shipping Unit, Travel Unit, and Motor Pool. •Contracting and Procurement – Responsible for identifying the need for contracting and procurement actions and ensuring the development of appropriate acquisition requests in the Ariba system; coordinate acquisition actions with INL, the embassy Procurement Office, post Contracting Officer and the Ft. Lauderdale RPSO as required; and manage small purchases by NAS Procurement Agents using petty cash and purchase cards. •Customs and Shipping – Coordinate with the ICASS Service Provider for timely entry of NAS office (PD&S) property and supplies; work with GOM officials to obtain customs and other clearances from the host government for the importation of donation items (not handled by the embassy GSO); and, coordinate with the U.S. Logistics Center in Brownsville, Texas for the purpose of expediting clearance of NAS donation shipments into Mexico. •Property Management [USG Property and Supplies] – USG property and supplies acquired with INL Program Development and Support (PD&S) funds are managed by ICASS. Coordinate with the embassy GSO Property Management Unit to maintain a complete inventory of nonexpendable property; and, ensure a clear separation of functions between personnel responsible for the following functions: receiving, custody, inventory, and disposal. •Property Management [Host Government Owned Property and Supplies] – Host government owned property and supplies are acquired with INL project funds. Ensure that the items are received by NAS Receiving Officer and turned over to the GOM or other end user; ensure that the Notas de Acuerdo documenting the transfer of the goods and services are prepared in a timely manner, signed by a responsible representative of the receiving organization and properly filed in NAS archives; oversee the maintenance of a complete inventory of donated items (referred to as the end use monitoring (EUM) inventory; arrange for cost-effective storage of items in a secure warehouse in cases where goods cannot be delivered directly to the recipient; and, ensure a clear separation of functions between personnel responsible for the following functions: receiving, custody, inventory, and disposal. •End Use Monitoring – Responsible for overseeing the maintenance of an accurate inventory of donated (host government-owned) property for use by NAS Project Managers and the INL Contracting Officer Representatives for use in preparing and submitting the annual EUM report due in INL in January of each year. The LES position keeping donation inventories will report to the Logistics Advisor but will be involved in actual monitoring of property in coordination with the various Program Managers. •Facilities Management – Coordinate with the Embassy GSO Facilities Manager to develop and maintain NAS office facilities adequate to meet requirements of a rapidly growing section; develop policies for utilization and assignment of NAS office and functional space consistent with regulations, employee needs and budgetary constraints; and, coordinate with the embassy GSO Housing Unit to provide housing to a large staff of USDH and USPSC personnel. •Travel – Manage all travel requirements for NAS and embassy personnel traveling on official travel orders using INL funding; oversee the issuance of INL travel authorizations and coordinate ticketing, hotel reservations and airport transfers as required. •Transportation and Motor Pool – Manage all motor pool operations, including the supervision of drivers, scheduling motor vehicle maintenance and arranging for transport of property and supplies using NAS vehicles or commercial sources. •Information Systems Support – Coordinate with the embassy Information Management Office to provide NAS personnel with reliable telephone, cellular telephone, Blackberry, computer, Internet and DOS Intranet services; •Internal Controls: Establish and maintain a management control program with effective policies and procedures to safeguard INL program assets from waste, fraud and misappropriation in accordance with federal laws and Department policies. II.MINIMUM QUALIFICATIONS A.Citizenship: Must be a U.S. citizen who is able to obtain a Department of State secret security clearance. B.Education: Must have a Bachelors degree from an accredited institution. C.Foreign Language: Must have a tested Spanish language proficiency at the FSI 3/2 level. D.Computer Skills: Must have a good working knowledge of MS Outlook, Word, Excel and PowerPoint. E.Work Experience: A minimum of two tours as Department of State or USAID GSO (four years), or six years of any DOS/USAID management experience, or six years of comparable procurement experience with any other USG agency to include four years’ overseas experience. F.Specialized Experience: Must have a minimum of four years specialized experience working in a comparable overseas, multicultural environment demonstrating that the applicant has the knowledge, skills and abilities to be an overseas Logistics Advisor. Examples would be experience in negotiating contracts, experience in procurement practices and procedures, supervision of contractual services, supervision of inventory of supplies and equipment, supervision of motor pool operations including management and servicing of vehicles, and responsibility for scheduling large shipments of domestic or overseas freight and managing customs clearances. G.Management Experience: Successful supervisory and leadership experience in an overseas multicultural environment is required. A demonstrated ability to make sound decisions in a timely manner is vital. H.Leadership Experience: An ability to interact effectively with a wide range of American and foreign national personnel at all levels of an organization is essential. I.Knowledge: A familiarity with Department of State, USAID or equivalent USG foreign affairs agency management regulations and logistics is required. J.Communications: An ability to communicate effectively, both orally and in writing, is necessary. III.POSITION ELEMENTS A.Supervision Received. The NAS Logistics Advisor will report to the NAS Management Officer and will receive general guidance from that officer. The incumbent will receive administrative, management and program policy direction concerning overall program priorities and objectives, after which he/she independently negotiates the scope and objectives of each tasking with little input or review by his/her supervisor. B.Supervision Exercised. The NAS Logistics Advisor will supervise various locally employed staff (LES) working in NAS Procurement, Shipping and Customs, Information Management, Travel, End Use Monitoring, and Motor Pool. Will also coordinate with the director of the U.S. Logistics Center in Brownsville for the purpose of expediting clearance of shipments from border posts into Mexico. The NAS Logistics Advisor may be called upon to direct NAS management activities when the NAS Management Officer is absent. C.Guidelines. INL Program and Policy Guide and INL Procurement Policies and Procedures handbook provides supplementary guidance to the Foreign Affairs Manuals for Personnel Management (3 FAM), Financial Management (4 FAM), General Services (6 FAM) and Logistics Management (14 FAM) and associated Foreign Affairs Handbooks, the Federal Acquisition Regulation (FAR) and the Department of State Acquisitions Regulations (DOSAR). D.Complexity. The work involves planning, organizing, and completing projects and managing day-to-day programs. Because of the complexity, high visibility, and/or political sensitivity related to many issues with which the NAS is involved, the incumbent may encounter difficulty in identifying the exact nature of the relevant issues or problems and in planning, organizing, and determining the scope and depth of tasks, studies and/or audits to be undertaken. The work may require the incumbent to establish new concepts or programs and considerable effort to resolve previously unyielding problems. E.Scope and Effectiveness. The NAS Logistics Advisor performs a broad range of tasks related to a complex foreign assistance program in Mexico. NAS programs have a significant impact on embassy operations including those of other USG agencies. F.Personal Contacts. The incumbent works closely with the NAS Management Officer, NAS Director, Deputy Director, and PSC Project Coordinators/Advisors, with American and FSN staff of the embassy Management Section, and with other USG agencies in the mission. IV.EVALUATION CRITERIA A. FACTORS Factor 1 (Work Experience): Demonstrated successful overseas work experience for a minimum of two tours as Department of State or USAID GSO (four years), or six years of any DOS/USAID management experience, or six years of comparable procurement experience with any other USG agency to include four years’ overseas experience. (40 points) Factor 2 (Management Experience): Demonstrated successful supervisory and leadership experience in a multicultural environment and in Spanish. Demonstrated ability to make sound decisions in a timely manner. (10 points) Factor 4 (Leadership Experience): Demonstrated ability to interact effectively with a wide range of American and foreign national personnel at all levels of an organization. (10 points) Factor 4. Familiarity with current Department of State management regulations (FAM, FAH, SR) and INL logistics policies and procedures. (15 points) Factor 5. An evaluation of applicant’s ability to perform under the contract based on past performance. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (25 points) V. COMPENSATION Compensation for the position will be negotiated as follows: accumulated experience will dictate the salary level within the grade range. Entry level salary normally will be at the first step of the grade range for the position. Consideration will be given, however, to the successful applicant’s experience that is specifically relevant to the position being filled. Number of years of relevant experience will determine the step within the grade range at which the successful applicant will be compensated.
