- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W912L9-09-T-00009 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26.The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $7M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-03-23 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Jefferson Proving Grounds (JPG); Holton, Indiana A site visit has been scheduled at Jefferson Proving Ground (JPG) for Friday 06 March 2009 at 10:00am. Base period of performance will be from April 2009-August 2009 with options for four additional years Requirement: The work to be performed consists of furnishing all supervision, labor, tools, supplies, vehicles and equipment for mowing designated areas north of the firing line at the former Jefferson Proving Grounds (JPG) 0001 Mowing consists of but is not limited to the following; 2.1.1 Area 1-35 feet on both sides of the East Perimeter Road from Gate 1A to Gate 9, 13.6 miles in length, approximately 120 acres, mowed once every 7 weeks (4 mowing total, 15 May, 2 July, 13 Aug and 24 September). 2.1.2 Area 2-Firebreak along K Road from Gate 9 to Gate 14, 14.8 miles in length, approximately 91 acres mowed once every 7 weeks (4 mowing total, 15 May, 2 July, 13 Aug and 24 September). 2.1.3 Area 3-35 feet on both sides of West Perimeter Road from Gate 14 to Gate 19, 12.6 miles in length, approximately 110 acres mowed once every 10 weeks (2 mowing total, 2 July and 24 September). 2.1.4 Area 4-Northern firebreaks along the fence from gate 9A to Gate 14, 13.3 miles in length approximately 134 acres, mowed once every ten weeks (2 mowing total, 2 July and 24 September). 2.1.5 Area 5-Southern Boundary along the inside of the fence from gate 19 to gate 1, approximately 4 miles in length at least 15' wide, mowed once every 10 weeks (2 mowing total, 2 July and 24 September). 2.1.6 All areas will be mowed back to the existing tree line. All obstructions in the mowing areas will be trimmed around (sign posts, culverts, trees, electrical poles, survey markers, etc.) 2.1.7 Working hours shall not be restricted to certain days and times, but a schedule will be coordinated with the IN ANG Tech Rep. 2.1.8 The mowing season at the former Jefferson Proving Ground shall begin the 15th of May for Area 1, and 2 July for Area's 2, 3 and 4. The final mowing for all areas will be the 24th of September. 2.1.9 Mowing cycles can and should be adjusted according to the weather conditions during the mowing season. Adjustments in the mowing cycles will be coordinated with the IN ANG Tech Rep. 2.1.10 The Contractor Personnel, each time the area is mowed will police the ground of litter. 2.1.11 Vegetation adjacent to creeks, gullies and drainage ditches shall be mowed if the ground is dry and resistant to rutting. In those areas wet or with standing water, vegetation shall be mowed to within 6 to 12 inches of the water line. 0002Fence Line Spraying Requirement: The requirement is also to eliminate the growth of grass and woody vegetation in an area 12 inches wide along each side of the perimeter fence. Two applications will be made per year. The first application will be done on or before 20 April and the second application will be done between 10 and 15 Aug. Deviations due to weather must be requested by contractor and approved by ANG Tech Rep or contracting officer. Contractor should visit the work site to fully understand the existing conditions and the work that is required. Item of Work Submittal Required TOC Spec # 2.1) Spray post-emergent and pre-emergent weed killer along both sides of the perimeter fence. There is to be a 12 inch wide area on both sides of the fence that is sprayed to eliminate ALL plant growth. THE INTENT IS TO HAVE SEASON LONG CONTROL. N 2.2) The fence line is approximately 52 miles long. The area to be sprayed is approximately 2 feet wide. Contractor to verify quantities. N 2.3) The weed killer for the fence line is to be a combination THAT WILL KILL ALL EXISTING VEGETATION AND PREVENT OR MINIMIZE NEW GROWTH BETWEEN APPLICATIONS. Y 02935 2.4) All growth in the 2 foot wide area is to be dead within a max of 14 days after the application. If not, another application will be required on those plants which were not eliminated at any additional expense to the government. N 2.5) The chemical trade name, MSDS sheet, application instructions and rates of the chemical and the certification of the applicator shall be provided prior to commencement of work. Y 02935 2.6) The chemicals shall be EPA approved and delivered to the job site in the original, unopened containers bearing the manufacturer's chemical analysis. If furnished in bulk deliveries, a chemical analysis shall be provided for the delivery. Y 02935 0003Roadway Spraying Item of Work Submittal Required TOC Spec # 2.1) Spray weedkiller along both sides of the pavement. There is to be a 12 inch wide area on both sides of the road that is sprayed to eliminate plant growth. Any growth in cracks of the pavement are to be sprayed also. Also spray 18" around all culvert ends, sign posts, etc. N 2.2) The paved areas total approximately 13 miles long. Contractor to verify quantities. N The herbicide is to be a COMBINATION THAT WILL PROVIDE SEASON LONG CONTROL AND/OR PREVENT OR MINIMIZE GROWTH BETWEEN APPLICATIONS. Y 02935 2.3) All growth in the specified areas is to be dead within a maximum of 14 days after the application. If not, another application will be required on those plants which were not eliminated by the first application. This will be done at no additional expense to the government. 2.5) The chemical trade name, MSDS sheet, application instructions and rates of the chemical and the certification of the applicator shall be provided prior to commencement of work. Y 02935 2.6) The chemicals shall be EPA approved and delivered to the job site in the original, unopened containers bearing the manufacturer's chemical analysis. If furnished in bulk deliveries, a chemical analysis shall be provided for the delivery. Y 02935 2.7) The gravel roadways are to have the entire surface sprayed along with a minimum 12 inch wide shoulder on each side of the roadway. Sprayed area to be 14 feet total width. N 2.8) There are approximately 32 miles of gravel roadway to be sprayed. N CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-33. It will be the vendors' responsibility to insure adherence to the correct Wage Determination at time service is provided.
