- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office intends to acquire information technology support services for the Naval Education and Training Professional Development and Technology Center (NETPDTC) in support of the Naval Education and Training Command (NETC), the entire Manpower, Training and Education (MPTE) as well as the Navy Total Force. These services include, but are not limited to, enterprise data center support, real time and interactive processing, community of interest (COI) network operations, system development/software maintenance functions, functions ancillary to systems development/software maintenance, and hardware/software integration support. Services shall be performed throughout CONUS. NETC's hub enterprise site is at NETPDTC located in Pensacola, there are major Echelon III and IV commands with focal points geographically located at San Diego, CA and Norfolk, VA; Naval Service Training Comman! d (NSTC) located at Great Lakes, IL; three Training Support Centers, 15 Learning Centers, and 439 Learning Sites located throughout the United States. This acquisition will be conducted as an unrestricted, full and open competition. The base year of services are estimated to commence 01 October 2009 and continue through 30 September 2010 with four (4) additional, consecutive, twelve (12) month option periods. It is anticipated that a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ) type contract under which task orders will be placed will be awarded as a result of the solicitation. The closing date for receipt of proposals will be established in the RFP; The RFP will require submission of a technical proposal as well as a cost proposal. The applicable North American Industry Classification System (NAICS) Code and size standard are 541519 and $25,000,000.00, respectively. Based upon market research, the Government is not using the policies con! tained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Governments requirement with a commercial item within 15 days of this notice. The solicitation will be made available electronically, upon its release, which is anticipated on or about 19 March 2009, at the NECO web address: www.neco.navy.mil. Interested parties may download the RFP from the NECO website. Interested parties are solely responsible for monitoring the above-mentioned website for posting of the solicitation and any amendments thereto. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. The Government will not pay for information received. The solicitation response date is tentative and subject to change.
