- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This is a 100% Total Small Business Set-Aside. The NAICS is 492210 and the small business size is $25.5 million. Solicitation/synopsis reference number HQ002890298600 is being issued as a Request for Offers/Quote (RFQ). Provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27 effective 17 OCT 2008. (1) FAR 52.212-1 (Instructions to Offerors – Commercial Items) (JUN 2008): Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2) FAR 52.212-2 (Evaluation – Commercial Items) (JUN 2008) with the following insertion in para (a): The Government will issue an award to the responsible contractor, with acceptable past performance, submitting the lowest priced offer/quote. (3) PROPOSALS MUST BE RECEIVED NOT LATER THAN 2:00 PM PACIFIC TIME 27 FEB 2009 IN ORDER TO BE CONSIDERED. Quotations may be emailed to allen.powers@dma.mil or sent via fax to (951) 413-2432. Due to technical issues email and fax may not result in your proposal arriving before the cut-off time, please allow extra time if you’re sending your quote via electronic means. SUBMIT OFFER/QUOTE AS FOLLOWS: 12 months x $______________ = $______________ (4) Proposals must include completed copy of provision at FAR 52.212-3 (Offeror Representations and Certifications – Commercial Items) (NOV 2007) or indication that reps and certs are in ORCA. CLIN 0001: The work of the Current News Service (CNS) requires access to a wide variety of news sources, ranging from online sites, broadcast transcripts, and traditional print subscriptions. The primary product of CNS is the Early Bird and its primary client is the Secretary of Defense, who requires that the Early Bird be available to him by 0530 hours Monday-Friday and 0600 on weekends. Other readership of the Early Bird includes senior defense officials and a worldwide DoD audience, numbering at least 15,000 daily. We require delivery of two copies of the Washington Post (Home Edition) and two copies of the USA Today (Middle Edition) to the Pentagon’s South Parking Lot (corridor 3) daily (including weekends) to Current News Service (CNS) before 3:00 a.m.. The Washington Post is to be picked at the Washington Post Print Plant and the USA Today at the Gannett Print Plant both located in Springfield, Virginia. The delivery service should 1) call CNS upon nearing Pentagon South Parking so that we do not have to wait outside for the delivery and 2) the contractor must provide a contact number(s) CNS can reach at all times in case there is a problem with delivery. Period of Performance: March 1, 2009 through February 28, 2010. Experience/Skills requirement: The delivery service must be able to meet the deadlines in a highly reliable manner, with exceptions made only for delays at the printing plant or for extreme weather conditions that render the roads unsafe. The company/drivers/vehicles should be insured. The Department of Defense assumes no liability for accidents or police citations for unsafe driving on the part of the delivery service.
