Description
The U.S. Coast Guard Engineering Logistics Center, Small Boat Product Line, is seeking qualified sources to design, manufacture, and prototype a starboard and port collar for the Coast Guards 25’ RB-S Defender Class Boats. Phase I shall consist of designing, manufacturing, and prototyping a new homogenous Ionomer foam collaring system on four boats selected by the Coast Guard without any modifications to the existing collar hardware or boat structure. The foams collars must be approximately the same weight, buoyancy, and geometry of the existing collars such that performance, stability, and handling are not affected. All work shall be accomplished at Station Ft. Lauderdale, Ft. Lauderdale, FL; MSST Miami, Miami, FL; MSST San Diego, San Diego, CA; and Station Washington, Washington, DC. All work shall be accomplished at these locations utilizing contractor labor. Final Quality Assurance inspection shall be conducted by a Coast Guard Representative. If Phase I is successful, Phase II shall consist of fleet-wide implementation of this collaring system on a fix-as-fail basis by Government personnel, for an estimated quantity of 412 boats. The contractor shall be required to develop, assemble, and provide installation instructions for this fleet-wide implementation, if exercised. Collar manufacturing shall be in accordance with Coast Guard Specifications and Coast Guard Drawing Number 25-RB-S-166-1, Revision A. All specifications and drawings shall be provided with the solicitation when released. It is anticipated a fixed-price requirements-type contract consisting of one base year and four option years shall be awarded as a result of this solicitation. This requirement is being synopsized as a competitive total small business set aside under NAICS Code 326199. The Small Business Size Standard is 500 employees. All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid DUNS numbers and be registered with Central Contractor Registration (CCR). Request for Quotation (RFQ) Number HSCG40-09-Q-61000 shall be available from download on or about March 28, 2009.
