Description
Notice of Intent to Award, Solicitation No. M67854-09-Q-4047The Marine Corp System Command intends to award a sole source contract to General Dynamics C4 Systems, Inc., 77 A Street., Needham, MA 02494-2806, for the following on February 25, 2009; TACLANE-GigE KG-175A Encryptors. Justification: Market surveys were conducted prior to the original purchase of equipment at the MCNOSC primary facility to determine which products were available on the market that would best meet the requirements of the Marine Corps. The current requirement is for specific IT equipment to match what is in use at the primary site. Additional market survey efforts are not required or cost effective. Use of IT equipment other than what is currently in use at the MCNOSC primary facility would result in significant costs incurred from retraining personnel, additional engineering and redevelopment of current architecture and processes, as well as reduce the overall efficiency of failing over MESF to a duplicate site. Due to the processes involved in failing ov! er the required systems and the types of contingent events that will cause this reactive situation, it is imperative that all efforts be taken to reduce any possible corruption and potential for failure during this evolution. Like hardware platforms at both sites would significantly reduce the probability for technological failure as well as human error during the process of fail-over in an austere environment. These reasons would more than offset any savings achieved through the purchase of a new product. Therefore, it is not practical or reasonable to deviate from the requested hardware platform.
