- The Naval Air Warfare Center Weapons Division is requesting information only to identify companies who have experience and capabilities in Painting, Plating and Coating of various Weapons Prototype Division (WPD) products. All jobs will be priced separately on individual Delivery Order (DO). It is the intent of the Government to award multiple contracts for these requirements. Contract awardees will be allowed a fair opportunity to compete for orders, valued at greater than $3,000.00 under the requirements. The actual painting or coating specification required for each product will be delineated in each DO. Any applicable provisions shall be the version in affect at the time of the DO issuance, unless otherwise specified in writing by WPD. 1) The requirements are as follows: a) Using Government provided drawings, data files, and instructions, the Contractor shall deliver painting, plating and coating of products per the requirements set forth in individual delivery orders. Drawings, data files, and instructions will be transmitted via mail services (paper hard copies), via electronic mail, telefax, or File Transfer Protocol (FTP). b) The contractor shall possess a through wo! rking knowledge of these processes, as a minimum Sulfuric Anodize, Black Oxide, Copper, Electroless Nickel, Gold, Hard Anodize, Solid Film Lubricant, Nickel, Passivate, Phosphate, Rhodium, Silver, Tin, Tin Lead, Vacuum Cadmium, Zinc, Galvanizing, and Powder. c) All jobs are considered time critical, therefore, special delivery requirements will be implemented. The contractor shall be responsible for delivery of compliant items to WPD as delineated in each DO. However, due to time critical nature of some products, the Government reserves the right to hand carry to and or pickup at the Contractor's Plant. d) The Government reserves the right to "inspect-at-source" services completed, as it deems necessary. Government inspection shall not constitute acceptability; nor shall it replace Contractor inspection or otherwise relieve the Contractor of its responsibility to furnish an acceptable product. e) Inspection and test records shall indicate the nature of the observations, ! number of observations made, and the number and type of deficiencies found, it any. Inspection and tests data and test records shall be complete, accurate, and suitable for trend analysis and corrective action effectiveness assessment, if applicable. f) Inspection and Test equipment shall be traceable to National Aerospace & Defense Contractors Accreditation Program (NADCAP). Use of such equipment shall be maintained within established calibration/recalibration guidelines, recall status, and usage dates. g) Process inspection and applicable inspection data documenting conformance to applicable specifications cited within each DO, shall be supplied with the finished items. 2) Quality Assurance Requirements: a) The Government reserves the right to "inspect-at source" supplies and/or services as it deems necessary. b) Inspection and test records shall indicate the nature of the observations, number of observations made, and the number and type of deficiencies found, if any. Inspection and tests data and test records shall be complete, accura! te, and suitable for trend analysis and corrective action effectiveness assessment, if applicable. c) Inspection and Test equipment shall be traceable to National Bureau of Standards (NBS). Use of such equipment shall be maintained within established calibration/recalibration guidelines, recall status, and usage dates. d) Material certification, process certifications, and applicable inspection data documenting conformance to applicable specifications cited in individual DO's, shall be supplied with the finished item. This announcement is a request for information only and is not a Request for Quotation or announcement of a Quotation. The Government does not intend to award a contract on the basis of this source sought announcement. Respondents may not be notified of the results of this request for information. Responses are required not later than 1500 PST, 04 March 2009. No vendor's conference is anticipated. Responses should be addresses to Naval Air Warfare Center!
