Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F6TSCE9034A002 is issued as a Request for Quote (RFQ). This request for Quote is due by 3 Mar 2009, 9:00 AM Pacific Time. The RFQ will result in a firm fixed price contract. The North American Industry Classification System (NAICS) code for this acquisition is 541380 ($12M). This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and Part 13.5, Test Program for Certain Commercial Items.. This requirement is for: SERVICES NON-PERSONAL: Furnish all labor, tools, equipment, material, transportation and supervision to test ground resistance as indicated below: ITEM 0001AA Ground Resistance Tests in Tacoma WA area. Equipment to be Tested: Camp Murray: Thirteen (13) Buildings One (1) Fuel Tank/fueling station McChord: Two (2) Buildings Paine Field: Seven (7) Buildings One (1) Fuel Tank/fueling station Seattle: Five (5) Buildings One (1) Fuel tank/fueling station Testing to be performed: 1.Visual and Mechanical Inspection A.If possible, verify ground system is in compliance with drawings, Specifications, and NFPA 70 National Electrical Code Article 250. B.Inspect physical and mechanical condition. C.Inspect bolted electrical connections for high resistance using one of the following methods: 1.Use of low-resistance ohmmeter in accordance with Section 7.13.2. 2.Verify tightness of accessible bolted electrical connections by calibrated torque-wrench method in accordance with manufacturers published data or Table 100.12. D.Inspect anchorage. 2.Electrical Tests A.Perform resistance measurements through bolted connections with a low-resistance ohmmeter, if applicable, in accordance with section 7.13.1. B.Perform fall-of-potential or alternative test in accordance with ANSI/IEEE 81 on the main grounding electrode or system. C.Perform point-to-point tests to determine the resistance between the main grounding system and all major electrical equipment frames, system neutral, and derived neutral points. 3.Test Values 3.1Test Values Visual and Mechanical A.Grounding system electrical and mechanical connections shall be free of corrosion. (7.13.1.2) B.Compare bolted connection resistance values to values of similar connections. Investigate values which deviate from those of similar bolted connections by more than 50 percent of the lowest value. (7.13.1.3.1) C.Bolt-torque levels shall be in accordance with manufacturers published data. In the absence of manufacturers published data, use Table 100.12. (7.13.1.3.2) 3.2Test Values Electrical A.The resistance between the main grounding electrode and ground shall be no greater than twenty-five ohms using three point fall of potential method.
