- The Fleet and Industrial Supply Center Norfolk, VA - Philadelphia Office(FISC NORVA-PHILA) intends to issue a Request for Proposals (RFP) for the provision of services in support of the Center for Personnel and Professional Development's (CPPD) Navy College Program for Afloat College Education (NCPACE). The requirement is for Instructor delivered classes for the Navy. Classes will be offered on-board naval vessels and at remote Navy locations. The offeror will be providing both academic skills (Reading skills, Effective Writing/English and Mathematics) and college level courses. The courses shall be fixed-priced per class. At a minimum, the offeror should provide an Associate Degree Program in General Studies and a Bachelor Degree in Liberal Arts. There is a minimum enrollment of 10-students per class. Orientation services shall be the sole responsibility of the Government, however, the contractor is expected to conduct registration, sell textbooks prior to start! of class and monitor ship's progress for follow-on terms. Enrolment in NCPACE Instructor delivered courses was over 10,000 during FY 2007. All instructor led courses provided under this contract shall be offered by colleges accredited by an accrediting agency recognized by the Department of Education. All NCPACE provider institutions offering undergraduate courses must be members of the Servicemembers Opportunity College - Navy (SOCNAV). Membership in the Navy College Program Distance Learning Partnership (NCPDLP) is encouraged but not required. Instructors teaching on-board the naval vessels must be medically fit and meet the academic requirements of the institution. Solicitation on a full and open competition basis is planned. It is anticipated that the RFP shall be issued in the late March to early April 2009 timeframe. The RFP shall require submission of a technical and a price proposal. FISC NORVA-PHILA anticiates the award of an indefinite delivery - indefinite quantity (IDIQ) type contract under which fixed-priced orders will be issued. The anticipated award will be for a 12-month base period with four possible 12-month options included. Award in September 2009 is planned. Services shall commence 30 days after award date. These services are currently being provided under contract N00140-04-D-0006. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil.
