Description
SYNOPSIS/PRE SOLICITATION NOTICE SIGNATURE SUPPORT PROGRAM The purpose of this modification is to change the NAICS code to 541990 and change to procurement process to full and open. This requirement is no longer a small business set-aside. POC for this requirement: Shelly Willis Email: shelly.willis1@us.army.mil or Jo Robinson Email jo.m.robinson@us.army.mil The U.S. Army Intelligence and Security Command intends to issue a Request for Proposal (RFP) for Signature Support Program (SSP) requirement. The requirement is for a Base year with four-option years. The Government intends to release the RFP on the Federal Business Opportunities (FBO) Website: www.fbo.gov through the Army Single Face to Industry (ASFI) Acquisition Business Website: https://acquisition.army.mil/asfi/ on or around March 23, 2009. The requirement will be procured as a full and open acquisition, therefore all responsible sources may submit a response to the RFP, and if timely received, will be considered by the U.S. Army Intelligence and Security Command. The NAICS code for this action is 541990. The SSP is a joint, multi-agency activity sponsored by the Defense Intelligence Agency (DIA) to meet increased customer demands for signature data. The SSPs overarching goal is to facilitate the access to high-quality signatures to a diverse customer base. To do this, the SSP leverages the full spectrum of signature related activities (initial collection, processing, development, detailed analysis, and production) within the Department of Defense (DoD), the Intelligence Community (IC), and various other U.S. Government agencies. The program addresses a host of signature types, including, but not limited to, acoustic, biological, chemical, seismic, radio frequency, infrared, radar, nuclear radiation, electro-optical, and biometrics. The SSP provides access to signature data on foreign and domestic military and commercial systems such as ground vehicles, fixed and rotary wing aircraft, missiles, munitions, rockets, ships, and submarines, as well as other types of signature data e.g. chemical and biological warfare agents, lasers, and dynamic phenomena (events and activities). This contract performance work statement includes support to collection efforts, as well as processing, analysis, categorizing, and modeling of measurement and signature data from various sources and targets, and across multiple disciplines worldwide. It also includes database assessment, modification, testing, installation, maintenance, sustainment and upgrades to components of the SSP Application as well as the scientific programs (analytical tools) used to process and/or manage the signature data. This also encompasses efforts to support SSP Signature Organizations and other SSP activities as they relate to measurement and signature processing and analysis, as well as the establishment and sustainment of a system of Signature Organizations operating within the SSP for the generation, management, and utilization of Signature Data within the National Signature Community. In order to efficiently sustain and modify a high-quality and meaningful data repository system, it is essential for the contract awardee to have working knowledge and expertise in the collection, processing, and analysis of signature data, as well as current expertise in Oracle database design. This requirement will be procured under the guidelines of FAR Part 15, Contracting by Negotiation. The U.S. Army Intelligence and Security Command requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
