Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U. S. Department of Interior, Minerals Management Service (MMS), intends to competitively award a contract to process data from offshore oil and gas well logs. This effort is being procured under FAR Part 12: Acquisition of Commercial Items. The North American Industry Classification Code (NAICS) for this requirement is 213112, Support Activities for Oil and Gas Operations. The United States Department of the Interior, Minerals Management Service, anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, based upon the availability of funds, with one Base Period of One Year, and Four One-Year Options. Award will be made to the offeror whose offer is most advantageous to the Government based on the factors contained in the solicitation. Commercial Items FAR Clauses 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, apply to this solicitation. Contractors must be registered with the Central Contractor Registration (http://www.ccr.gov) prior to an award, and Contractors must update their Representations and Certifications Application (ORCA) online at the following Government website: http://orca.bpn.gov. The primary place of performance for this effort is at the contractors facility. DESCRIPTION: The goals of this effort are threefold: (1) To create a process which will provide the MMS Gulf of Mexico and Alaska regional offices with the delivery of complete, defect-free sets of processed, high quality open hole digital (vector and image) well log data in a timely manner; (2) To provide the MMS with complete, defect-free sets of historical open hole digital (vector and image) well log data purchased from the vendor; (3) To create a process in which the contractor will serve as an agent of the MMS to store and release vector curve and image data to the public when it becomes public information. Currently, the proprietary period is 26 months. The contractor will serve as the sole release point for the Gulf of Mexico vector curve data for the duration of the contract. The scope of this effort may later be expanded by the MMS to include other types of digital well data (e.g. directional surveys, velocity surveys, etc.). The contractor will be expected to concurrently modify, upgrade and/or add to their systems to remain compatible with the MMS electronic environment and its evolving business practices.
