Description
SYNOPSIS: PROJECT TITLE: ASBESTOS ABATEMENT, DESIGNATED AREAS OF BUILDING #262, USCG TRAINING CENTER, CAPE MAY, NJ 1.SCOPE: The work covered in this project includes all materials, labor, equipment and services necessary to abate asbestos contaminated insulation from designated areas of the overhead of the Administration Building, Building #262, at the United States Coast Guard Training Center, in Cape May, New Jersey. In general the work includes but is not limited to the following: 1.1.Construct temporary walls to seal off portion of building to be abated. 1.2.Monitor air quality throughout project. 1.3.Demolish suspended ceiling grid, ceiling 2x2 tiles, light fixtures, HVAC equipment, etc. 1.4.Abate asbestos contaminated sprayed on insulation from roof surface, structural members, conduit, piping, etc. in ceiling overhead and clean all surfaces to remain. 1.5.Properly dispose of all asbestos contaminated material. 2.QUALITY ASSURANCE: 2.1.Use adequate numbers of skilled work personnel who are thoroughly trained and experienced in the necessary crafts and who are completely familiar with the specified requirements and the methods needed for proper performance of all work covered under this specification. 2.2.The general contractor shall coordinate the work of all trades to insure no conflicts occur that will prevent a complete operational installation. 3.WORKING CONDITIONS: Work shall be performed in three distinct phases as described on the contract drawings. It will be necessary for the contractor to stop all work between phases 2 and 3 until the area is given back to the contractor. This down time is expected to last 3 weeks. Work shall be performed in a vacated area of the building immediately adjacent to an area occupied during normal working hours. No work can begin until a progress schedule, representing an acceptable plan, is approved by the Coast Guard. 4.PERMITTED WORKING HOURS: The Contractor will be permitted to perform construction work between the hours of 4:00 PM and 6:00 AM Monday through Friday and anytime on Saturday and Sunday. Work performed other than in these periods of time will only be allowed after approval of the Contracting Officer following a 48 hour advance request. 5.BARRICADES: Any stored debris, equipment and all areas dangerous to foot or vehicular traffic shall be barricaded by the Contractor. At night and during other times of poor visibility, barricades shall be illuminated. All barricading, including night illumination shall be maintained by the Contractor. All barricades shall be constructed in accordance with ANSI D6-1. Estimated Period of Performance shall be 120 days after issuance of Notice to Proceed. This procurement is estimated BETWEEN $25,000.00 and $100,000.00. The NAICS code for this procurement is 562910 with a size standard of $14 million. This acquisition is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). All responsible sources may submit an offer that will be considered by the agency. All work shall be performed in accordance with USCG specifications, drawings, provisions, clauses and the terms and conditions which will be provided when all Request for Quote (RFQ) solicitation document files become available for download on or after 2 MARCH 2009 exclusively from the Internet by accessing the Federal Business Opportunities (FedBizOpps) website at: http://www.fbo.gov. If it does not appear on that date, please check back daily. The date set for receipt of offers is approximately 23 MARCH 2009. These dates are estimated and may change. NOTE: NO TELEPHONE, FACSIMILE, E-MAIL AND/OR WRITTEN REQUESTS FOR SOLICITATIONS OR POSTING STATUS SHALL BE ACCEPTED. Our office no longer issues solicitations or amendments in paper form.
