Description
The U.S. Army Space and Missile Defense Command (USASMDC) / Army Forces Strategic Command (ARSTRAT) Technical Interoperability and Matrix Center (TIMC) has the mission to apply system engineering disciplines to create and transition interoperability technology. The TIMCs objectives include (1) serving as the Command's focal point for the technical integration and interoperability of Space and Global Missile Defense Family-of Systems for joint and coalition warfighting; (2) serving as operational integrator for Battle Management Command and Control battlespace interoperating picture initiatives; and (3) focusing technology development and exploiting existing technologies and concepts to enhance and advance our current and future forces Space and Global Missile Defense warfighting capabilities. The TIMC largely funds its mission and efforts to meet its objectives through receipt of funding available through the Armys annual Program Objective Memorandum (POM) process. The TIMC heavily relies on academia and the private sector to support the generation of technology ideas that fall within the scope of TIMCs mission and objectives, and meet Warfighter needs. Proactive construction of POM input to the Department of Army requires multiple tasks, one of which includes envisioning concepts and technologies that would come together in the system engineering process to form a system. Thus, the TIMC requests space and missile defense technologies and concept information from academia, private and government elements. This information may be used to strengthen and perhaps expand TIMCs POM submission. If successful in being awarded funding by the Army for the POM, the TIMC may compete contracts for development of the subject technologies. Preparation for the FY 12 POM is now commencing. Therefore, the USASMDC/ARSTRAT TIMC announces interest in receiving information on new research and development ideas for advanced and innovative concepts directed toward advancing the state-of-the-art or increasing knowledge for current and emerging science and technologies in integrated missile and cruise missile defense, Army space initiatives, and command and control. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. The technology categories for which information is being sought include: a. Integrated Missile Defense (strategic to tactical), Cruise Missile and Other Defense Infrastructure: Seekers; Guidance, Navigation, and Control; Propulsion and Propulsion Control Systems; Airframe; Lethality / Warhead; Integrated Avionics Systems Communications; Simulation and Modeling; Targets; Launchers; Transportation Systems; Operation Analysis; Radar; Fire Control Systems; Acoustics; Directed Energy Systems. b. Space: Near space; Nano; Surveillance; Army payloads; Transportation systems. c. Command and Control: (1) Single Integrated Air Picture (SIAP): Cooperative Engagement Capability Processors; Sensor Correlator/Decorrelator Evaluation; Simulation and Modeling; Command, Control, and Communications; Networks; System Interoperability; System Requirements; Other Applicable SIAP Technologies. (2) Single Integrated Space Picture (SISP): Intelligent Agents for Space Resource Exploitation; Space Data Fusion and Warfighter Data Displays; Development of User Defined Operating Pictures for Space Warfighter; Automated Courses of Action based on Intelligence and Space Resources; Real Time Fusion of SISP and SIAP Data for Air and Space Missile Defense. (3) Battle Management : Knowledge Management ; Colloboration ; Decision Assistant ; Other Applicable cognitive Technologies. d. Software Technologies for C2, Space and Integrated Missile and Cruise Missile Defense: Automated Software Code Generation Processes and/or Estimating Related Costs; Platform Independent Model for Complex Platform Specific Models; User Defined Operation Picture Technology; Other Software Technologies applicable to C2, Space, SIAP, SISP, and Integrated Missile and Cruise Missile Defense. Responses are requested from any responsible US organizations including those from private industry, academic institutions, research institutions and non-profit organizations. Responses shall be limited to a three page white paper that captures the proposed technical concept together with its rationale and objectives, methodology, the expected results, operational implications, and its contribution to the USASMDC/ARSTRAT. A rough order of magnitude of the anticipated costs associated with the development of your concept shall also be provided. Only non-proprietary information should be submitted, with no restrictions on Government use. Acknowledgment of receipt of white papers will not be made, and white papers will not be returned. Information provided in response to this request for information must be received by 10 March 2009. The white paper may be submitted as a hard copy and/or in electronic format in an MS Word-compatible document. Hardcopy submissions shall be forwarded to USASMDC/ARSTRAT, ATTN: SMDC-RDC-ES/Hayes, Bldg 5220/Room 1028, Huntsville, AL 35898. E-mail submissions shall be sent to stephen.hayes@smdc.army.mil. Again, this announcement is being used solely to gather information. This is not a request for proposals nor will the white papers be considered to be a proposal. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.
