Description
The Environmental Protection Agency (EPA) intends to issue a solicitation in the form of a Request for Quote (RFQ) for technical support of the existing Photovoltaic System located at the National Computer Center on the EPA campus in Research Triangle Park, NC. The contractor shall furnish all labor, supervision, transportation, materials, equipment, and supplies necessary to provide such technical support. This support will include monthly system output checks from Data Acquisition System to verify array output; semiannual inspections of PV plates and wiring to ensure proper fitting, check for mechanical damage or corrosion, cracks and build up of debris; provide a daily acquisition system with a data-logger to record AC Energy (kWh), Max AC Power (kW), year-to-date AC Energy (kWh), total solar insulation (kWh/M2/day), emissions reductions [CO2, SOX, NOX, etc.], averages in deg C & F (min & max), wind speed in m/s & mph (min & max) at the site on a minute basis averaging in periods of 15-minutes with charting & report capability in time view up to 1-year of historical site specific photovoltaic data. The contractor shall also provide monitoring and customer notification service; reliability maintenance inspection and component/system testing and equipment cleaning services at least once every six (6) months; provide monthly performance report; provide customer on-demand support within 48 hours of notification or malfunction (to include technical support hotline, diagnostic trouble shooting, on-site service repairs and system benchmarking to compare output to ensure optimal performance); and maintain a system that provides access to spare parts for the PV system. The contractor shall comply with all federal, state, and local laws and regulations, and shall participate fully in the agency?s Environmental Management System (EMS). For informational purposes this contract is a new requirement. Award of a primarily firm fixed price contract with a Time & Materials portion for maintenance call orders is anticipated including one twelve (12) month base and four (4) twelve month option periods. The total duration of the proposed contract is sixty (60) months. The resultant contract will be awarded in accordance with the solicitation procedures outlined in FAR Part 12, Acquisition of Commercial Items/Services and FAR Part 13, Simplified Acquisition Procedures. Vendors will be asked to submit technical and cost proposals for the contract, as well as relevant past performance information. For this solicitation, all factors, other than cost or price, when combined are more important than cost or price. The anticipated issuance date of the RFQ is approximately February 24, 2009. Quotes will be due 14 days after the RFQ issuance date. All responsible sources may submit a proposal which shall be considered. No further synopsis will be issued. The solicitation and amendments will be available at www.epa.gov/oam/rtp_cmd. It will be the Vendor's responsibility to frequently check the same site where the solicitation is posted for any amendments. All prospective vendors must be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov. The North American Industry Classification System (NAICS) number is 811310, Electrical generating and transmission equipment repair and maintenance services.
