- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and in accordance with procedures described in FAR part 13.1., as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The reference number for this procurement is BigFurn and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-29 & Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20081124. For informational purposes the North American Industry Classification System code is 423210 Furniture Merchant Wholesalers. This acquisition will be competed under full and open competition. This is firm-fixed price procurement and will be procured using commercial item procedures and award selection will be made based on price. Description: The Contractor shall provide all labor, tools, materials, equipment, personnel and all other services required to provide the following furniture items in support of US Forces Afghanistan: 0001 - Bunk Bed, See Attachment for Specifications and Pictures - 13,000 EA 0002 - Mattress, Twin Size, 75" Length, Spring, 7" minimum thickness - 26,000 EA 0003 - Wall Locker, See Attachment for Specifications and Pictures - 26,000 EA 0004 - Table/Night Stand, See Attachment for Specifications and Pictures - 26,000 EA 0005 - Chair, See Attachment for Specifications and Pictures - 26,000 EA 0006 - Lamp, See Attachment for Specifications and Pictures - 26,000 EA 0007 - Shipping & Handling - 1 Lump Sum The government requires the list of items above to be delivered to Kandahar Airfield, Afghanistan. Quotations received with shipping designated by military transport via consolidation points will not be considered. The following delivery schedule is required on this requirement: By 15 March 2009 the following must be delivered: 2,000 Bunk Beds and 4,000 Mattresses, Wall Lockers, Tables, Chairs, and Lamps By the 15th of every month after 15 March 2009 the following must be delivered: 1,000 Bunk beds and 2,000 Mattresses, Wall Lockers, Tables, Chairs, and Lamps Quantities will be delivered until the all of the contracted items are delivered. The following FAR provisions also apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; Quotes submitted shall contain the following information: Reference number, offeror’s name and contact information, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quotes shall also contain all other documentation specified herein: Period of Acceptance for Offerors - The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation. FAR 52.212-2, Evaluation – Commercial Items, is amended as follows: a) Award or offer (as applicable) will be made in accordance with simplified acquisition procedures established in FAR 13.106-2, to the responsive entity whose evaluated offer or quote represents the best value, price and other factors considered. Factors evaluated may include: perceived quality of product/service; past performance; delivery timeline; prior experience for this type of work/item; personnel experience; performance risk; et al. Award may be made to other than the lowest priced offeror. The following clauses are hereby incorporated by reference: FAR 52.209-6, Protecting the Government’s Interest When Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment, FAR 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 1, 17, 18, 19, 20, 21, 22, 23, 24, 31, 33, and 38. FAR 52.229-6, Taxes—Foreign Fixed-Price Contracts, FAR 52.232-17, Interest, FAR 52.252-2 Clauses Incorporated by Reference. DFAR 252.204-7004 Alt A, Central Contractor Registration (52.204-7) Alternate A, DFAR 252.209-7004, Subcontracting with Firms that are Owned or Controlled by the Government of a Terrorist Country, 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Additional DFAR clauses cited in the clause applicable to this acquisition are: (a), (b) 9, 20(i) & (iv), and 21. DFAR 252.232-7008, Assignment of Claims (Overseas), DFAR 252.232-7010, Levies on Contract Payments, DFAR 252.233-7001, Choice of Law (Overseas). Electronic mail quotations will be accepted. NOTE: ALL OFFERORS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) BEFORE BEING CONSIDERED FOR AWARD.
