Description
This is a Request for Information (RFI), as defined in FAR 15.201(e). The Federal Housing Finance Agency (FHFA) is issuing this RFI in an effort to conduct market research to solicit and survey industry for potential sources that may have the technical capability to meet its requirements and potential solutions for conducting a monthly survey of the single-family mortgage market, as required by Section 1324(c) of the Housing and Economic Recovery Act of 2008 (Public Law 110-289), and reporting the results of that survey to FHFA. FHFA is seeking to determine if a vendor exists in the market with the capability of meeting the requirements. See below for detailed information about the minimum requirements related to this RFI. IMPORTANT NOTE: This is not a request for proposal, request for quotation, or an invitation for bid, nor does its issuance restrict the Government on its eventual acquisition approach. This is an RFI only, and all information received will be used for planning and market research purposes only. Respondents will not be notified of any results derived from a review of the information provided; however, information gathered may be utilized for technical and acquisition planning purposes. This RFI should not be construed as a commitment by the Government, and the Contracting Officer does not intend to award a contract on the basis of your responses. All information contained in the RFI is preliminary and is subject to modification and is in no way binding onto the Government. All proprietary information sent in response to this RFI should be marked as such and will be handled accordingly. The Government will not pay for information received in response to this RFI. Responders to this RFI are solely responsible for all expenses associated with responding to this RFI. Submission Guidelines: Vendors responding to this RFI must provide the following information in a written Capability Statement in the format below, not to exceed 15 pages: 1. Company information. Vendors shall provide a one-page summary about their company. Included in the summary will be: a. The company name and address b. Contact information for the survey data collection and reporting c. Size of the company in terms of revenue and employees d. Years in business e. Type of company 2. Understanding of Business Needs. Vendors shall state the business need fulfilled by their data collection and reporting activities in the Federal and commercial environments. 3. Functional Overview. Vendors shall provide a description of how their data collection and reporting activities would meet the below minimum requirements, and to what extent those activities could provide the desired information, listed below. Vendors should provide full, operational descriptions of their data collection and reporting activities, the desired information they can provide, and the reports they can generate. 4. Public/Private Sector Experience. Vendors shall summarize their experience in data collection and reporting by providing a minimum of three references. 5. Vendors shall provide information about their pricing structures and rough order of magnitude pricing, given their understanding of the requirements stated in this RFI. Responses to this Request for information should be sent to FHFA via email in Microsoft Word format. All responses should be delivered no later than 10:00 AM ET, March 11, 2009, and sent to Janice.Uthe@FHFA.gov. Potential respondents may solicit further information from FHFA via email in preparing its responses to this RFI. No telephonic discussions will be held. If time permits and depending on the number of responses, FHFA MAY choose to contact individual vendors for presentations to FHFA personnel on the proposed data collection and reporting process. These presentations are not required, and any information provided during these presentations will be used strictly for planning and market research. Respondents wishing to take advantage of this opportunity must clearly indicate its desire in its RFI response. Further scheduling and coordination of these presentations may be conducted once all RFI responses are received. The Government will not pay for any costs associated with the demonstration of any product or solution. Minimum Requirements: 1. The data collection process must be able to conduct, on a monthly basis, a survey of residential first mortgages originated in the United States and secured by one-to-four-family properties. 2. The data collection process must be able to process data efficiently on very large volumes of mortgages originated each month. Lenders originate approximately 1 to 2 million of such mortgages monthly, depending upon the month and the state of the business cycle. 3. The data collection process must be able to receive data electronically directly from mortgage lenders via the Internet using the MISMO residential data standards. 4. The data collection process must have the capability of providing representative samples of: a) government-insured or -guaranteed mortgages; b) conventional mortgages that are not eligible for purchase by Fannie Mae and Freddie Mac by virtue of the amount of the principal balance at origination; and c) conventional mortgages that are eligible for purchase by Fannie Mae and Freddie Mac by virtue of such amount. 5. The data reporting process must have the capability of producing reports, prepared to FHFA specifications, summarizing the characteristics of mortgages originated each calendar month, within 30 days of the end of that month. Desired Information: 1. FHFA seeks a vendor that has the capability of producing, for each mortgage sampled, information on: a) the price of the property that secures the mortgage; b) the loan-to-value ratio of the mortgage, which shall reflect any secondary liens on the property taken out at origination; c) the term to maturity, payment type, interest rate, reset date(s), and other terms of the mortgage and any secondary liens; d) any points charged at origination; e) the creditworthiness of the borrower or borrowers, as measured by credit scores or other standardized measures; f) the debt-to-income ratios of the borrower or borrowers; g) any primary mortgage insurance coverage; h) the type of property and the number of units; i) the occupancy status of the property; and j) whether the mortgage was purchased by Fannie Mae or Freddie Mac.
