- Notice of Intent to Sole Source - Purchase of D4D Recorder with Cooling Device The U.S. Army RDECOM, Aberdeen Installation Contracting Division intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of D4D recording device produced by Syntronics in Fredricksburg, VA for collecting anthropometric data for the U.S. Army Aberdeen Test Center. This acquisition is required to support the ATC by expanding its capability collect data required for further analysis. The D4D device to be purchase has a specialized coolant system and is designed to integrate with existing ATC equipment and uses proprietary software developed by the OEM. Failure of the government to acquire this D4D recording device with severly constrain the ability of testers and analysts to evaluate anthropometric features in design of vehicles. Being that Syntronics is the only manufacturer that can furnish the required item to meet US Army needs, the RDECOM Aberdeen Installation Contracting Division has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the requirements described herein may submit a response no later than February 27, 2009, 12:00 PM to be considered. Responses to this posting must submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
