Description
The following are vendor questions and the Government's responses: 1.QUESTION: If I may ask, is this an existing effort and if so, is there an incumbent? Is this a person we can reach out to prior to the solicitation release to learn more about the strategic plan behind this requirement and validation of our understandings? ANSWER: This is not an existing effort and there is no incumbent. 2.QUESTION: Are the vendors allowed to Bid on parts of this solicitation such as only Nurses and therapists or does a company have to bid on all open positions? ANSWER: Please bid on all open positions. 3.QUESTION: The solicitation does not indicate specific nursing requirements (i.e.) ER or OR or ICU etc. Also can you advise if how many in each discipline and if vendors are allowed to bid on specific parts of requisition such as just nurses and or PT's etc. Or does vendor need to bid on all openings? ANSWER: Please see the Answer to Question 3 above. Occupations listed for Nursing could include ER, OR, and ICU, etc. 4.QUESTION: B.2 states "search services for physicians", but B.3 says physicians, nurses, therapists. Is this bid strictly for Physicians or may it include other modalities? ANSWER: Yes, it will include other modalities. 5.QUESTION: If it includes other modalities, would you consider a different rate for them versus physicians? ANSWER: Yes. 6.QUESTION: Do you anticipate multiple awards for this solicitation? ANSWER: This is a possibility. 7.QUESTION: Will the VA be using its recruiting resources concurrently with the awardee's efforts? ANSWER: Yes. 8.QUESTION: If business references have already emailed past performance information sheet for bid VA-246-09-RP-0011 (same VISN) do they have to email another one? ANSWER: No. 9.QUESTION: Concerning the Solicitation VA-246-09-RP-0008. section B.2, is it acceptable to use a percentage of base pay (such as 20% of first years annual salary)? I also do not see a listing for physicians under the hourly wage data provided. ANSWER: Yes, it is acceptable to use a percentage of base pay of the first year's annual salary. Physicians are considered "professionals" and, as such, there is no hourly wage. Hourly wages only apply to salaried employees. 10.QUESTION: Will the contract involve physicians, nurses and therapists? ANSWER: Yes. 11.QUESTION: Can you provide some examples of the types of positions that you have had difficulty filling? ANSWER: Anesthesiologists, Cardiologists, Internal Medicine Physicians, Gastroenterologists, Urologists, Surgeons, Radiologists, Hospitalists, and Psychiatrists. 12.QUESTION: He has asked me to address the Note on Page 7 on the section B.2 Schedule of Items/Prices. It states: Note: The Contractor will be paid upon the VA's employment of referred applicants. This note is in our definition for Contingency Headhunting services and this service is set at a 25% fee based on annual salary. We are happy to provide this level of service, but do require an exclusive. ANSWER: Please see the answer to Question 9 above. Additionally, this requirement is an unrestricted competitive requirement. We will not be awarding this contract on a sole source basis.
