- THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will be available on or about Monday, 02 March 2009 at https://www.neco.navy.mil/. Naval Facilities Engineering Command Southeast (Jacksonville, FL Office) is currently seeking businesses for Solicitation Number N69450-09-R-0761 to obtain construction services for the U. S. Naval Air Station Kingsville, Texas that will entail milling and asphalt overlayment of four primary airfield runways, the cured-in place lining of storm and sewer drain lines below the runways, and placement of steel plates in the runway paving at the arresting gear systems at all four runways. This solicitation is being issued on an unrestricted basis. The NAICS Code for this procurement is 237310, Highway, Street, and Bridge Construction. The Size Standard is $33,500,000. The estimated cost of construction (budget range) is between $10,000,000 and $15,000,000. The days for contract duration are figured from date of contract award to 360 calendar days, which includes the initial 15 days allowed for mailing of the contract award, submission and approval of insurance, bonding and other requirements as set forth in the contract. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. A site visit is planned for 18 March 2009 at 10:00 A.M. CST.
