Description
Question 1. Will the materials developed under this contract become the property of the Government? Answer: All developed materials will become the property of the Government. Use of the developed items for other entities or private sectors concerns will be prohibited. Use of these items for governmental entities will be evaluated on a case by case basis by the Contracting Officer, the course manager, and the program manager. Question 2. Please describe the desired treatment of the copyrighted Good to Great material and its leadership principles in the course Answer: The Government has already purchased the rights to use this copyrighted material. The treatment of the Good to Great materials will be determined at the two-day post-award meeting. Suggestions and other input from the selected contractor will be welcomed at that time. Unless changed to a telephonic session, this meeting will be held at the Governments facility in Huntsville, AL, however the dates of the meeting are not yet defined. In accordance with the paragraph 3.6 of the Performance Work Statement, the selected contractor will have 5 business days to arrange the post-award meeting. Question 3. To what degree does the Government expect the materials and content from the Gallup Day to be integrated into the other two and a half days of the course? Answer: The Governments intent is that the content from the Gallup Development Day be integrated with the rest of the seminar to a significant degree. The selected contractor will be involved to the extent of ensuring that their materials will not be in conflict with the Gallup presentation. This topic will also be addressed at the post-award meeting referenced in item 2. Question 4. To what degree will the selected contractor be able to assign pre-work and post-work to support achieving the learning objectives of the course? Answer: The selected contractor will not be able to assign pre-work or post-work to attendees. Question 5. Is the intent is for one or more Corps of Engineers employees to serve as prospective instructors and observe the delivery of the course, at some point will those individuals either co-facilitate this course with a contractor personnel or deliver the course alone without support of contractor personnel? If yes, please describe the Governments plan for training these prospective employees to guarantee ability to deliver the course successfully to meet the quality expectations of the Government. Answer: The Government does not intend to have Corps of Engineers employees to co-facilitate the seminar or to deliver the course without the support of contractor personnel, during first year of this contract. Should the option year be exercised, the possibility of co-facilitation is held open. Question 6. It appears that this course is currently being offered. Does that mean that it is already developed and the ULC is completely overhauling it or is just looking for some tweaking? Answer: This course is currently not being offered. The Governments intent is to receive a revised course based on the course objectives and Government furnished materials. Question 7. Travel and expenses how these will be handled for the contractor? Answer: The Government does not anticipate any other expenses besides course development, course instruction, travel and per diem. All allowable, reasonable, and substantiated travel expenses will be reimbursed at actual cost in accordance with FAR 31.205-46. Question 8. What if any expectations for follow up/refresher modules are there? Answer: The Government does not anticipate any electronic follow-up/refresher modules thus these items are not required to be developed as part of the initial course. In the distant future, if it is determined by the Government that such items are needed, the Government may consider modifying the awarded contract to include development of such items. *Other clarifications* "The first hour of the first day is devoted to getting the students registered in good order. The 28 hours for this course is composed of the following: Nineteen hours of instruction by contractor + 8 hours by Gallup + 1 for registration. Both instructors for a session shall be present during the full 28 hours of the seminar. "Costs for developing and instructing this course will not be kept separate. A firm fixed price will be paid for course development, course instruction, and (if need be) revising the course based on the Governments needs. In addition, the extent of these revisions will likely be limited to no more than twice during the period of the contract "The government will not require train-the-trainer services from the contractor. "This seminar is scheduled for FY2009, but no sessions have been conducted before. The ULC has offered and conducted leadership seminars in the past, and this new one retains some similarities with those. Essentially this undertaking should be regarded as developing a new seminar or, at the least, 'completely overhauling' a previous one.
