Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized by the government as intent to Sole Source to Corporate Performance Resources Inc, 801 N Dooly Street, Montezuma, GA as a follow-on under standard industrial classification code 8331, NAICS Code 541611 ; size standard is $7.0 million. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 - Acquisition of Commercial Items. COMMERICAL ITEM DESCRIPTION: The Department of Veterans Affairs Medical Center/Employee Education Resource Center, Birmingham, AL proposes to enter into a firm-fixed contract, to continue a follow-on to teambuilding activities there were identified on the initial contract(In Accordance With the Statement of Work). Quote are due Friday February 20, 2009 by 12:00 pm CST to Linda Eley, linda.eley@va.gov, or fax to (314)894-6436. All questions must be addressed to the Contracting Officer/Specialist only. Any other official may disqualify the offeror from submission of a quote. Statement of Work Building Teamwork in the Birmingham Employee Education Resource Center 1. Scope: The Birmingham Employee Resource Center desires to develop a greater sense of teamwork among the 25-30 employees who work from this center. Specific assistance is needed to capitalize upon the diversity with the group by improving interpersonal communication, sensitivity, risk taking, ownership, and time management. The project proposed start date is February 2009 and continue through September 30, 2010. Objectives for the project are as follows: "Identify qualities and expectations for teamwork "Create a plan of action for the Managing Director and Campus Manager to use in building a greater sense of teamwork "Develop and deliver training that supports objectives of the project "Produce initiatives that can be implemented by Managing Director, Campus Manager, or assigned leader for Monday Huddle Meetings. "Support project with weekly conference calls to discuss the strategies, solicit feedback that can be used to make adjustments and refine project "Conduct post project evaluation to measure progress and opportunities for growth 2. Background: On November 5-7, 2008 a complete assessment was performed by the vendor, Randy Gregg, through one-on-one interviews, focus groups, and a feedback session with all employees. At that time, specific topics were identified as barriers to effective teamwork within the center. These topics included: communication, email, corporate culture, diversity, teamwork, time management, and overall direction. Based upon this project a specific plan of action was needed to capitalize upon the momentum established through this assessment. From this work, desired qualities and practices were identified that support individual ownership and initiative for each person to make teamwork a reality. From that information a continuation of services is needed in order to continue with the specific topics that were indentified. 3. Specific Tasks: Building Teamwork 4a. Provide five on-site training sessions for all employees and leaders 4b. Develop teambuilding activities that can be utilized in the Monday Huddle meetings that will reinforce objectives 4c. Conduct weekly conference calls with the Managing Director and/or Campus Manager to implement plan of action, adjust strategy, and solicit feedback on progress 4d. Conduct a follow-up evaluation to measure progress and create an on-going plan of Action 5. Deliverables Corporate Performance was previously selected to perform the original assessment at Birmingham Employee Education Resource Center (BEERC). During that assessment various barriers were identified that could negatively affect productive team member interactions. This vendor will develop a Plan of Action and strategy focused on alleviating identified barriers within this group. In order to ensure that BEERC is consistent with the expected program outcomes the vendor shall: 6a. Provide Plan of Action for implementation and assist in facilitating in the delivery of the training sessions to ensure consistent parameters 6b. Provide weekly project support as required by center and motivation that will stay with EES staff after completion of training/continuum experience. 6c. Critique and provide final project evaluation and analysis and feedback for implementation of Teambuilding continuums The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference.
