- The United States Army CECOM Life Cycle Management Command (LCMC), Fort Monmouth, NJ 07703, intends to award a modification to exercise the Option for year 3 to Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Contract W15P7T-06-D-M602. This modification is expected to be awarded on 01 March 2009 to Raytheon Company, 2501 West University Drive, McKinney, Texas 75070. Contract W15P7T-06-D-M602 is a One (1) year, FFP, IDIQ with Four (4) One year Option Periods that was awarded on 01 March 2006, under the authority 10 USC 2304(c) (1), and FAR 6.302-1, Only One Reliable Source in support of the AN/PAS-13A and AN/PAS-13B Thermal Weapons Sights (TWS). The AN/PAS-13A and AN/PAS-13B TWSs are self-contained day/night thermal imaging sensors that are designed to be mounted on a variety of small arms to detect targets during conditions of low visibility. Spare parts are required for both TWSs. Raytheon is the original designer and developer of the AN/PAS-13A and AN/PAS-13B Thermal Weapon Sights (TWS), and is the only source that possesses the design and manufacturing data and facilities necessary to produce the required spare parts for these items. Raytheon controls the design and manufacturing data for the required spare parts. The Government has not procured Technical Data Packages for these items and, consequently, Raytheon is the only source with detailed knowledge of the design and manufacturing processes for the required spare parts. This synopsis is provided for informational purposes only and is not to be considered a request for proposal; however, all responsible sources that meet the above requirements may submit a proposal, which shall be considered by the agency. All parties interested in doing business with CECOM LCMC are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil. Drawings and/or links to drawings will be provided on the website. Please be advised that hard copies of the solicitation will not be made available; you must download solicitation documents from the IBOP.
